Agency Announcement 95-02 under Part I - Research Interests, paragraph
2-B, the Simulation, Training, and Instrumentation Command (STRICOM),
in coordination with the Defense Modeling and Simulation Office (DMSO)
and the DoD Modeling and Simulation Executive Agents for Environment
Representation, is aggressively pursuing development of innovative
solutions to Modeling and Simulation (M&S) problems in synthetic
environment data modeling, interchange, access, and reuse based on
Synthetic Environment Data Representation and Interchange Specification
(SEDRIS) concepts. Interested parties are encouraged to submit white
papers prior to submitting proposals. The white papers will be reviewed
to determine that the proposed effort is within the scope and interest
of this solicitation. Subsequently, offerors will be notified whether
or not their white paper was favorably received. Favorable review of
a white paper does not constitute selection of the proposed effort for
contract award and will not establish a binding commitment for the
government to fund the effort. Proposals will be evaluated by a
technical review board using the following criteria: overall scientific
and technical merit; understanding of the problem; cost; direct
application to the enhancement of the representation, exchange, and use
of Synthetic Environment data; technical experience and education of
the personnel performing the work; and the background or past
experience of the offeror in M&S using synthetic environment databases
in visual, Computer Generated Forces (CGF) or constructive
simulations. White papers must be received at STRICOM no later than 27
November 1995. Favorable notification of white papers will be
accomplished by 15 December 1995. Final proposals will be required no
later than 05 January 1996. Anticipated contract award date is 15 March

will participate in the technical review of white papers and/or
proposals submitted in response to this announcement. Also note that
this is not a new synopsis for a new BAA. This synopsis refers to Part
I - Research Interests, paragraph 2-B, of the current STRICOM/ARI BAA
95-02 issued 01 August 1995 and expires 01 August 2000 and relates to
a particular area of interest to STRICOM. If you are already in
