H -- QUALITY CONTROL, TESTING AND INSPECTION SERVICES POC POC: John Dorsey, (703) 681-8647) The Defense Supply Service-Washington, on behalf of the Office of Assistant Secretary of Defense-Health Affairs (OASD/HA) intends to competitively procure the services of a peer review organization to assist Health Affairs, the Services, and TRICARE Lead Agents by providing the government with an independent, impartial evaluation of the patient care managed by all managed care support contractors, military treatment facilities, and other at-risk contractors. Review responsibilities will include monitoring all sites where care is delivered, including outpatient physician offices to validate utilization management decisions made by at- risk contractors to assure that appropriate care is authorized, monitoring the quality of care provided to ensure that quality standards are met and health care delivered to beneficiaries is not compromised by financial incentives, and providing an independent appeals level of medical necessary denials where that denial has been made by the managed care support contractor, other at-risk contractors, and military treatment facilities. Eligible offerors must meet requirements of the Social Security Act, Part B - Peer Review of the Utilization and Quality of Health Care Services and shall submit documentation to support compliance. Organizations that are or have arrangements with a managed care support contractor to perform utilization review is not eligible.
