other Architect-Engineer Services at the U.S. Air Force Academy CO, for
a broad variety of maintenance, repair, and new construction projects.
Services required may be field investigations, recommendations,
studies, reports, analysis, cost estimates, specifications, product
research, record documents research, preparation of construction
drawings, computer programming, and presentations to coordinating
agencies. Designs may require asbestos removal. One firm will be
selected for each of the following three (3) projects: Project 96-0101
- Open End Architectural; Project 96-0102 - Open End Civil; and
Project 96-0103 - Open End Mechanical/Electrical. Architect-Engineer
firms which meet requirements described in this announcement are
invited to submit the following for the contract for which they wish to
be considered: (A) Standard Form 254, Architect-Engineer and Related
Services Questionnaire; (B) Standard Form 255, Architect-Engineer
Related Services for the Specific Project. To be included with the
Standard Forms 254 and 255 shall be a cover letter specifically
addressing each of the below listed criteria in sequence. Criteria
forming the basis for selection by two formal selection boards will
include, but not be limited to: (1) Specialized Experience: Expertise
of the firm in facilities and large scale academic complexes; (2)
Professional qualifications of experienced key personnel and
consultants; (3) Professional capacity of the firm to do the work in
the required time; (4) Past performance of contracts, both government
and private; (5) Volume of work: Prior Department of Defense (DoD)
awards. Specifically, list all DoD contracts awarded the firm for the
previous twelve months to include fees; (6) Previous work at the United
States Air Force Academy (USAFA). List all work previously done for the
USAFA; (7) CADD capabilities: All work for this contract must be
produced on the AUTOCADD System. The A-E must have this system and be
literate with its use before beginning this contract; and (8) Locatio
in the geographic area. Failure to supply data in the cover letter or
criteria 1 thru 8 above may result in disqualification of the firm.
Based on these criteria, the USAFA Preselection Board will reduce the
field of submitting A-E firms to a maximum of six (6). The
qualifications of these six firms will be reviewed by the Final
Selection Board and reduced to three (3) firms, if necessary. The three
(3) top three firms will interview with the Final Board in their
Project Offices. After the interviews, the field will be ranked in
order of preference. The firm selected is guaranteed a minimum of
$5,000 in fees for A-E services. As projects are identified, delivery
orders will be issued. No delivery order and subsequent modifications
to the delivery order, in total, may not exceed $299,000 in fees. An
exception to this limitation is the initial order to start the
contract. This order may exceed $299,000, but can be no more than the
maximum limitation of the contract ($750,000/year). The contract will
be for a period of one year or until the $750,000 limit is attained.
The Government may, at its option, extend the contract for an
additional year (an additional $750,000). Appropriate data in response
to this notice must be received within thirty (30) days from the date
of this notice. Project Managers of A-E firms and its consultants hold
a professional degree and be professional engineers or registered
architects, licensed in the state of Colorado. Title II delivery orders
may involve direct consultation with construction contractors.
Construction management services, as-built services, and peer review
services will be required of all A-Es. Submittals should include
proposed sub-consultants for each major engineering discipline. The
Architectural contract will include facility planning, GIS,
maintenance, repair and construction of Academy facilities, military
family housing, and the base hospital. The Civil contract will include
site work, pavements, transportation, structural, landscaping, and
roofing. The Mechanical/Electrical contract will include new systems,
maintenance, repair and replacement of existing systems, utilities,
substations, distribution, heatplants, and control systems. Three
contracts will be awarded from this notice. The proposed contract
listed here is unrestricted. This is not a Request for Proposal (RFP).
