The U.S. Postal Service (USPS) wishes to prequalify sources to perform one or more of the following services: (I) Training System Design and Support which includes the design of world class development, education, and training systems for alignment with USPS goals and business processes. Issues included in this area are strategies and systems to align curriculum with organizational goals, effective and efficient training support (e.g., maintenance and distribution of course materials, classroom and course delivery planning, training information management, and integration of training issues in categories II through V, below); (II) Curriculum Design which includes the specification of development, education, and training experiences necessary for employee success in a particular job or job family; (III) Course Development and Delivery which includes the development of individual courses for imparting particular knowledge and skills to meet specific job performance objectives and developing course objectives, training content, and appropriate delivery methods; (IV) Training Assessment and Evaluation which includes the measurement of organization, job, task, and learner characteristics for the purpose of identifying training program requirements to support individual and organizational success. In addition, the measurement of the effectiveness of training in terms of course delivery, acquisition of knowledge and skills, transfer of skills to the workplace, and contribution to organizational success; (V) Instructional Technology which includes the design, acquisition, and implementation of methods for maximizing the effectiveness and efficiency of delivery of development, education, and training programs. Companies seeking to be prequalified in one or more of the five categories must have at least three (3) years experience in each category for which they are seeking prequalification and will be evaluated on current and past performance on similar contracts, corporate history and capabilities statement, quality assurance procedures, and capabilities and experience on arge scale projects such as world class national training systems and programs for organizations comparable to the USPS. Each company seeking to be prequalified should specify the service(s) (I through V, above) for which it wishes to be prequalified and provide: (1) A list of current and previous contracts calling for requirements similar to those being sought in this announcement. Information should include the customer's name, contract number, dates of performance, contracting officer's name and phone number, and the dollar value of the contract; (2) Any specifications, drawings, or sample products of other information demonstrating the supplier's capabilities; (3) Lists of key personnel or subcontractors critical to the supplier's performance and resumes (no more than two, single spaced, typewritten pages) for key personnel and statements of qualifications for the subcontractors; (4) Description of facilities, quality assurance programs, ability to provide services on, and manage a variety of training projects which may require the simultaneous services of up to 50 training professionals; (5) Organizational history and capabilities statement; and (6) Description of other operational means of ensuring high quality performance and reliability. Prequalification does not constitute a contract award. It is a business decision of the Contracting Officer to prequalify and is not subject to the legal recourse available to disappointed offerors when they seek USPS contracts. It is the intent of the USPS to award contracts using this list of prequalified vendors, either through noncompetitive means or competitiave means. The USPS will review current and past performance on similar contracts, corporate history and capabilities statement, quality assurance procedures and capabilities and experience on large scale projects, key personnel qualifications and other pertinent information provided by the interested parties/organizations. Upon completion of this review, all responding to this announcement will be notified of the USPS' decision. Please submit all inquiries/responses in writing by December 15, l995. (0313)
