Pre-solicitation Notice. The International Boundary and Water
Commission, United States Section, requires the furnishing of labor,
materials, and equipment for the construction of Mitigation Areas 2 and
3 for the South Bay Land Outfall Project. The estimated price range of
this project is $1,000,000.00 to $5,000,000.00. This is part of a
sanitation project to treat raw sewage and convey secondary treated
sewage effluent to an ocean outfall. The work involves the revegetation
of approximately eleven (11) acres of mitigation areas. The main work
includes: earthwork; site grading; designing, furnishing, and
installing monitoring wells and overhead irrigation systems; furnishing
and installing revegetation plant materials; and plant maintenance and
irrigation during the plant establishment period. The project site is
located near the intersection of Sunset Avenue and 19th Street, in the
Tijuana River Valley, in the City of San Diego, County of San Diego,
California. Tentative dates for issuing and opening IFB 96-04 are
December 15, 1995 and January 15, 1996, respectively. All work,
including plant installation, is to be ready for use not later than
January 31, 1997. Plans and specifications will be available for
inspection, without charge, at the International Boundary and Water
Commission, U.S. Section, The Commons, Building C, Suite 224, 4171
North Mesa, El Paso, Texas 79902. Requests for IFB 96-04 are to be
submitted in writing by December 8, 1995 to the International Boundary
and Water Commission, U.S. Section, Attn: Sherrill Brinkley, at the
preceding address. Limited copies will be available after that date.
Copies will be issued on a first come first serve basis. An amount of
$50.00, nonrefundable, will be charge for each set of the solicitation
documents. Make checks payable to the International Boundary and Water
Commission, U.S. Section. All requests for bid documents must be in
writing and payment must be with the request. No express mail
procedures will be utilized in mailing of the bid documents. Recipients
of the IFB that do not submit a bid should advise the issuing office of
their desire to remain on the mailing list for receipt of future
pre-solicitation notices. Award is not restricted to small businesses.
All responsible sources may submit an offer which will be considered.
