government, under the auspices of the Soldier Enhancement Program
(SEP), is soliciting information on currently available
(non-developmental item) Less Than Lethal 40mm Rounds which provide a
less than lethal capability for the 40mm M203. Each Less Than Lethal
40mm Rounds must be capable of being fired from the standard issue
M16A2, M4 or M4A1 with M203/40mm grenade launcher attachment. The Less
Than Lethal 40mm Round should be a direct fire, low hazard device with
the following performance characteristics: (a) The round must produce
enough force upon impact to incapacitate a targeted individual out to
a maximum effective range of at least 30 meters, with a desired maximum
effective range of 50 meters; (b) The round will be a non-explosive and
non-fragmenting device; (c) The round will be rugged enough to
withstand being externally carried by soldiers on their equipment
during the rigors of performing individual movement techniques or
moving through an urban environment in combat/threatening condition;
(d) The round will be stored and operable in climatic design types hot,
basic, and cold in accordance with Army Regulation 70-38; (e) The round
must have at least a .90 probability of a hit at 30 meters and a
desired .65 or better probability of a hit at 50 meters; (f) The
desired reliability of the round is .95. No award will be made as a
result of this market survey which is for informational purposes only.
Interest contractors are invited to submit the following information
at no COST or obligation to the government: company name, address,
point of contact, and telephone number, item nomenclature, item
description, brochures/literature, specification, material breakdown,
performance and reliability information, minimum engagement range,
medical data, availability/status (i.e., in production, pre-production,
etc.) COST. There is no formal solicitation available at this time. No
