58 -- DIGITAL AUTOMATED COMMUNICATIONS TERMINAL SOL N00163-96-R-0041 DUE 011696 POC Contracting Officer, Jeffrey C. Rosenberry, (317)306-4626, Additional Contact, FACSIMILE, (317)306-3066 The Naval Air Warfare Center Aircraft Division plans to procure a maximum of 150 each Data Automated Communications Terminals (DACTs) and associated accessory equipment. The DACT is being competitively procured as a Non-Developmental Item (NDI) and will be used for test and evaluation purposes. Deliveries are required to commence within 30 days of contract award. The DACT is a sub-notebook sized, tactical input/output battlefield communications terminal used to provide seamless Tactical Combat Operations type digitization capability. The DACT will provide users the capability to receive, store, create, change, and transmit map overlays, free-form drawings, tactical messages, and situation reports via tactical radios and other tactical data systems. The DACT must be hand portable, have a processing performance not less than that of a 486, 33MHz microprocessor, be compatible with standard IBM personal computers, and operate under a DOS/Pen for Windows environment. The DACT shall include an operator interface that consists of a pen stylus and VGA color display. In addition, the DACT must provide the operator with self-positioning information using an internal Precise Positioning Service (PPS) compliant GPS receiver. The following communication interfaces are required: (1) At least 2 externally accessible type II or higher PCMIA interfaces; (2) A peripheral device interface (RS-232); and (3) Dual tactical communication interfaces. The dual tactical communication interfaces must include an analog FSK data interface and synchronous/asynchronous digital data interfaces necessary to support various military digital radios, standard voice radios, and combat net radio security equipment. The tactical communications interfaces must be implemented using a dual channel internal programmable modem. The programmable modem shall be capable of being modified using software to provide for maximum flexibility in modulation, demodulation, and signal processing. In addition, the programmable modem must be capable of supporting a variety of communications protocols inclding the physical and data link layers of the Marine Tactical Systems Technical Interface Design Plan and MIL-STD-188-220. A complete description of the DACT requirements is included in the solicitation. The evaluation and selection for award will be based upon the best value to the Government.
