There will be a Draft RFP issued on or about 20 November 1995. Those firms who applied to the original synopsis need not re-submit a request for this Draft RFP as they are already on the mailing list. It is contemplated that a formal solicition will follow this Draft RFP. All comments to this Draft RFP shall be submitted by COB 05 December 1995. This contract must be awarded to a U.S. company. Foreign teaming, licensing, and sub-contracting are allowed. Participants must clearly demonstrate that the cryptographic functions and associated hardware are designed, built, and integrated by a U.S. company and are separately auditable.
