Officer. Electromagnetic Radiation Research SSS PKR-96-01. Qualified
sources are being sought for professional electromagnetic radiation
services in support of the Radiofrequency Radiation Division, Armstrong
Laboratory, Brooks AFB, TX, which conducts a broad spectrum of
scientific research in biological effects of electromagnetic radiation.
Human health and safety considerations for exposure to electromagnetic
radiation require a solid base of scientific data. New and developing
Air Force systems emit pulses of electromagnetic energy with unusual
modulations, pulse shapes, rise times, and pulse durations. Little is
known about how the energy contained in some of these pulses couple to
biologic processes. Fielding of Air Force systems depends upon
scientific databases to allow environmental and occupational judgments
on human safety. Studies at the whole animal, organ, cellular, and
subcellualar level need to be pursued in order to determine sites and
modes of energy coupling. Research is needed in order to fully exploit
potential biomedical applications. This research will be accomplished
in government facilities at Brooks AFB, TX. Potential offerors must
demonstrate capability and/or experience in research in the biological
effects of radiofrequency radiation, including phsiological and
behavioral effects, dosimetry and measurements of electromagnetic
energy, long-term studies. A thorough knowledge of the existing
scientific literature in this area is necessary. A cost-reimbursement
contract is contemplated for this effort. The period of performance is
contemplated to be 60 months. Any contract awarded from this
requirement will require the contractor to have a ''Cleared Facility''.
Some contractor personnel working on this effort will be required to
have security clearance to the TOP SECRET level. This announcement is
NOT A REQUEST FOR PROPOSAL or announcement of SOLICITATION. Only
responses that provide the requested information applicable to your
firm will be considered. SIC Code 8731 has been assigned. Firms should
indicate whether they are a small business, small disadvantaged
business, woman-owned business or small business 8(a). The general
definitions to b used to determine whether your firm is a small or
small disadvantaged business are as follows: ''A small business concern
is a concern that is independently owned and operated, is not dominant
in the field of operation in which it is bidding on Government
contract, and with its affiliates the number of employees does not
exceed 500 persons.'' '''Concerns' means any business entity organized
for profit with a place of business located in the United States,
including but not limited to an individual, partnership, corporation,
joint ventures, association, or cooperation.'' ''A small disadvantaged
business is a concern that is at least 51 percent unconditionally
owned by one ormore individuals who are both socially and economically
disadvantaged, or publicly owned business that has at least 51 percent
of its stock unconditionally owned by one or more socially and
economically disadvantaged individuals and that has its management and
daily business controlled by one or more such individuals.'' The Air
Force reserves the right to consider a small business set-aside based
on responses hereto. All respondees to this synopsis shall include

their status as a Foreign-Owned/Foreign-Controlled firm and any
contemplated use of Foreign National Employees on this effort. Small

appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
Contracting Officer, but to communicate contracor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
