objective of this procurement is to obtain a contractor to perform
vehicle diagnostic examinations at its own facility regarding possible
vehicle safety defects and safety defect investigations in progress
and conduct, upon request, safety defect-related surveys of owners of
specific year/make/model vehicles for investigative purposes. The
offeror must have a pre- existing computerized data base consisting of
at least l00,000 vehicle owners' records, involving the most recent
eight model years of vehicles. Each record shall contain the vehicle
owner's name, address, phone number, vehicle identification number
(VIN), vehicle make, model, and model year. In addition, each record
shall contain applicable accident and defect information. If a vehicle
was involved in an accident and the offeror investigated the accident,
the record shall contain information concerning the accident, results
of the accident investigation, major vehicle components replaced as a
result of the accident, and the possible defects discovered by the
offeror, through investigation of the accident or receipt of a
complaint. The offeror's data base must be kept current and be updated
at least monthly. The offeror shall maintain a listing, which is
obtained from the computerized data base, of records containing all
possible defects discovered from vehicle collision and noncollision
accidents and complaints. Records of make, model, model year, and VIN,
together with a description of the defect, shall be provided to the
COTR at agreeable time intervals. At the COTR's request, the offeror
shall generate from the computerized data base a list containing number
of components which were replaced and resulted in vehicle accidents,
broken down by vehicle make, model and model year, within a specific
time frame. The offeror shall be prepared to conduct surveys of owners
of specific vehicles for a variety of safety defects, and provide
mailing service to those owners at agreeable time intervals, as
specified by the Task Order. he survey samples range from l,000 to
l00,000, according to the Government's requirements. The offeror shall
be able to inspect and test complaint vehicles at its automotive
facility. It is anticipated that any contract awarded will be for a two
(2) year period. The Government will reserve the option to award up to
three (3) option years in one year increments making the total
possible period of performance five (5) years. It is contemplated that
an Indefinite Quantity Type Contract on a Time and Material basis will
be awarded. This requirement may be a multiple award contract. The
solicitation will be mailed to those organizations responding in
writing to this announcement. Written request for this solicitation
must be accompanied by two (2) self-addressed mailing labels. The
