Contracting Officer, (801) 524-6941 The Bureau of Reclamation is
requesting bids to operate an Acid Mine Treatment Plant. The existing
plant is a High Density Sludge treatment plant at the Summitville Mine
Superfund Site, located about 25 miles south of Del Norte, Colorado,
in the Rio Grande County, at an elevation of 12,000 feet above sea
level. The solicitation requires the contractor to operate and maintain
the treatment plant 24 hours a day from May 1, to November 1, of each
calendar year. Mobilization will commence on April 1, including road
clearance and snow removal. Plant mothball will start on December 1 for
winter shutdown and is anticipated to remain down during the remaining
part of the year. The existing treatment plant has a capacity of 600
Gal/min. It consists of neutralization and precipitation processes with
liquid sodium hydroxide, dry sodium sulfide, and dry polymer. The
sludge is dewatered by plate and frame filter presses. The dried sludge
is disposed of at the mine site. Adherence to a site health and safety
plan is required. The contract will be for one year with four 1-year
option periods. The requirements will include the following: 1. Provide
all operation personnel including plant operators certified by the
State of Colorado, include wastewater; 2. Provide maintenance
personnel; 3. Provide administrative and supporting personnel; 4.
Operate all functions of the treatment processes to comply with
performance objective, including but not limited to process monitoring,
laboratory tests, onsite environmental monitoring; 5. Provide monthly
operation reports as required by the State of Colorado and Superfund
statutes; 6. Conduct plant status meetings periodically; 7. Compile O
and M report annually; 8. Update operation and maintenance manuals; 9.
Comply with Site Safety and Health Plan and develop contractor's Site
Safety and Health Plan; 10. Perform minor modifications and Level of
Effort tasks; 11. Maintain plant and roadway security; 12. Maintain
roadways, utilities, water, and sewage treatment; 13. Procurement of
offsite lboratory (CLP); 14. Provide medical aid and 15. Support of new
technology vendors. This will be a two-step acquisition. The first step
is to evaluate technical proposals and the second step is sealed bid.
Bids for step two will only be requested from those firms with
technically acceptable proposals from step one. A site
visit/pre-proposal conference is scheduled for January 11, and 12,
