This advertisement is for an expression of interest (qualified sources
sought) for general health care services at the U.S. Department of
Energy's Pantex Plant, located 20 miles Northeast of Amarillo, Texas.
The General Health Care Services consists of administration of Medical
Services, Wellness Program, Customer Oversight, General Training and
Management as outlined in DOE Order 5480.8A. The contractor must
possess the capability to perform the following in accordance with all
applicable DOE and OSHA regulations: Comprehensive Medical
Examinations; Qualification Medical Examinations; Drug Screening;
Worksite Inspections to include walk-throughs; on-site treatment of job
related illnesses or injuries; emergency medical services;
immunizations and vaccinations, as needed; and, promote general health
of workforce. All medical personnel must be U.S. citizens and must be
able to obtain or have a DOE ``Q'' clearance. The physicians,
physician extenders and nurses providing direct medical services must
be in the DOE's Personal Assurance Program (PAP) this includes passing
an annual comprehensive medical examination and participation in
Pantex's drug screening program. The medical staff must have training
and expertise to fully support the PAP certification program, the
commercial driver's license program and the respirator certification
program. The medical staff must have expertise in Occupational Medicine
and Toxicology and in Occupational Health Nursing. At least one
physician and supporting staff must have training and expertise in the
management of an emergency involving a radiation or toxic chemical
contamination accident including the use of investigational drugs
(i.e., chelating agents). At least one physician must be a trained and
certified Medical Review Officer (by the American College of
Occupational and Environmental Medicine according to Department of
Transportation standards) to review drug tests. All responses to this
notice must be received by January 15, 1996 and be directed to Robert
