Robert Fraga, 202/268-3941. The U.S. Postal Service (USPS) requires a
firm to provide professional, administrative, contracting, and
engineering support services for its Major Facilities Purchasing
office, located at the aforementioned address. Major Facilities
Purchasing is responsible for the award of all major facilities
construction projects. This is an indefinite quantity contract with a
2-year basic term and three 1-year options. Work orders will be
negotiated and issued as individual projects. Total fees are not to
exceed $5 million. Anticipated services may include: procurement
planning and program management support, preparation of solicitations,
preparation of technical documents and studies, review and update of
postal contracting documents, preparation of training documents and
conducting associated training, preparation of cost estimates, CPM
schedule reviews, periodic site inspection of major facilities
projects, preparation and maintenance of facilities contracting
database, and claims analysis and dispute resolution support. Firms
that have the qualifications to perform the services described above
are invited to submit a proposal by no later than December 21, 1995.
Copies of the RFP may be obtained from the office shown above. A
preproposal conference will be held on December 6, 1995, at 10 a.m. at
USPS Headquarters. Responses must include a technical proposal and a
cost proposal. The technical proposal includes: a management plan, a
financial statement, and a list of comparable past experiences,
including references. The cost proposal includes a multiplier for USPS
furnished man-day rates for covered professional and technical
disciplines. Only firms with a main or branch office that will be
responsible for the management of this contract that is lcoated within
50 miles of USPS Headquarters in Washington, DC, will be considered
for award. There is no restriction on the location of consultants.
Evaluation of proposals shall be a two-step process, wherein all cost
proposals shall remain unopened and safeguarded until all technical
proposals have been evaluated. The technical proposals will be
evaluated by a USPS committee of no less than three members. Factors
for technical valuation are of a subjective nature and are not subject
to precise quantification. Accordingly, selection will depend a large
degree on the adequacy and completeness of information submitted in
response to the solicitation. Where it is deemed necessary in order to
complete the technical evaluation process, the evaluation committee
may visit the offeror's facilities for the purpose of further
determination relative to any aspect of information furnished. Normally
a minimum of one week notice will be given prior to any office visit.
The technical evaluation is to be made without regard to the cost of
the proposed services. Each technical proposal will be ranked by each
evaluator using the factors and point values as shown in the proposal.
Upon establishment of the list of firms whose technical proposals are
within the competitive range, these cost proposals will be opened and
evaluated. Both technical and cost proposals will be used to make
final selection. The Postal Service may award one or more contracts as
a result of this selection. It is prohibited to pay any fees,
commission, percentage, or brokerage fee to any person or firm
continent upon or resulting from award of this contract. No other
general notification of this contract will be made. Submissions will
not be retained or returned. This is not a request for a proposal.
