Lawrence Livermore National Laboratory (LLNL), is seeking sources for
Stockpile Management and Fissile Materials DISposition Technical
Support which shall be accomplished with an experienced staff that on
an ''as needed'' task oriented basIs can augment LLNL teams conducting
the various stockpile management or fissile material disposition and
storage activities. All subcontracted technical support staff must work
at the LLNL site. Office space, any needed computer equipment or other
supplies will be provided. Stockpile Management areas of technical
support require technical engineering expertise in the highly
specialized manufacturing areas of Stockpile Management, Secondary
fabrication, High Explosive (HE) fabrication, and Pit fabrication.
Expertise will be required to assist in programmatic environmental
impact statement (PEIS) ANALYSES, manufacturing simulation assessments,
establishing facility and equipment designs, conducting trade-off
studies and performing upgrade evaluations of aging facilities. The
analyses, assessments and evaluations may include development of
process flow diagrams, general arrangement drawings, mechanical flow
diagrams, equipment lists, process simulation models, staffing and
operation plans, D&D plans, schedules, cost estimates and facility
modification plans. Fissile Materials DISposition areas of support
require a subcontractor knowledgeable in assessing the facilities,
equipment and processes required for immobilization, GEOLOGIC DISPOSAL,
STORAGE, and deep borehole disposal of excess plutonium and for burning
of plutonium in existing reactors. Expertise will be required to assist
in environmental analyses (PEIS), simulation assessments in
establishing facility and equipment designs, conducting trade-off
studies, and performing upgrade evaluations of existing facilities. The
analyses, assessments and evaluations may include development of
process flow diagrams, general arrangement drawings, mechanical flow
diagrams, equipment lists, process simulation models, staffing and
operating plans, D&D plans, schedules, cost estimates and facility
modification plans. Interested firms should respon with a description
of qualifications with respect to the foregoing or related fields. A
DOE ''Q'' Security clearance is mandatory for the above work. The small
business size standard applicable to the proposed acquisition is $13.5
million dollars in sales as defined by the Standard Industrial Code
8711. Firms qualifying as a small business with respect to this
standard should so state. Responses are required on or before December
4, 1995. Firms responding to this announcement which fail to provide
the required information will not be considered for inclusion into any
