Aeronautics and Space Administration has a requirement to obtain an
independent public accounting firm to provide the necessary audit and
advisory services resulting in annual financial statement audits of
NASA for fiscal years (FY) 1996-2000. The Office of the Inspector
General (OIG) may also request that the contractor provide other
assistance and advisory services to NASA as necessary. It is expected
that the contract will be indefinite-delivery/indefinite- quantity
(IDIQ) for a five (5) year period of performance with no options; the
first three (3) fiscal years will be listed as one contract line item
number (CLIN) while the fourth and fifth years will each be listed as
separate CLINs. The minimum contract value will be based upon the
negotiated price for the FY 1996 through FY 1998 financial audit
statements. Additionally, the Government may also issue
time-and-material delivery orders to obtain advisory services
(excluding the financial statement audits) to assist the Inspector
General and the Chief Financial Officer in carrying out the
responsibilities of the Inspector General Act of 1978 and the Chief
Financial Officers Act of 1990. These advisory services may include but
are not limited to 1) interpretation and application of accounting
principles and standards developed by the Financial Accounting
Standards Advisory Board; 2) improvements in the preparation and
auditability of NASA's financial statements; 3) enhancements to the
form and content of NASA's financial statements; 4) reviews of internal
controls; 5) development of financial management performance measures;
and/or 6) research, analysis, and technical guidance on accounting and
financial management issues. The following labor categories will be
ordered under this portion of the effort: partner, audit manager,
senior auditor, staff auditor, and junior accountants. This procurement
will have a subcontracting goal of 30% to small businesses; the
applicable SIC code is 8721. NASA intends to issue RFP No. D-14125 on
or about December 1, 1995; firm date for the receipt of offers will be
stated in the Request for Offers (RFO). This procurement is being
conducted under the NASA idRange Pilot Test Program approved by the
Office of Federal Procurement Policy on April 16, 1993. All requests
