Atmospheric Administration (NOAA) intends to award a contract for
Systems Engineering and Technical Support Services (SETSS) in support
of the National Weather Service (NWS) Modernization and Associated
Restructuring (MAR) Program. This effort is currently being provided
under NOAA Contract Number 50-DGNW-2-00054. The NWS MAR programs
supported by this contract are: National Implementation Staff (NIS),
formerly called the Transition Program Office (TPO); Automated Surface
Observing System (ASOS); Modernization Systems Management (MSM);
Office of Systems Operations (OSO); and Office of Systems Development
(OSD). Support regarding the Advanced Weather Interactive Processing
System (AWIPS) Acquisition Office is no longer part of this contract,
except perhaps in a nonseverable residual manner, and is currently
being reprocurred under separate effort by the NOAA Systems Acquisition
Office (SAO), Solicitation Number 52-SPNA-5-00037. The types of SETSS
work to be performed by the NWS MAR Program will include: (1) Automated
weather observation systems, (2) Weather forecast information systems,
(3) Complex communications necessary for transmission of extensive
national guidance products and meteorological and hydrological data
from satellite, radar, or collection centers to the various forecast
offices across the nation and, (4) Restructuring of NWS field
operations and facilities. The resultant contract will be awarded for
one base year, with options to extend performance by four one-year
option periods. Total estimated labor hours for this ocntract,
including all anticipated option periods, is 872,712 hours. The
solicitation is planned for release on or about December 1, 1995.
