Performance Contracting (ESPC) is a contracting method whereby the
contractor incurs the cost of implementing energy savings measures,
including performing the audit, designing the project, acquiring and
installing equipment, training personnel, and operating and maintaining
equipment, in exchange for a share of any energy savings directly
resulting from implementation of such measures during the term of the
contract. The Department of Energy is performing an annual update of
its qualified list of energy service companies and seeking sources that
would like to be considered for placement on the list in accordance
with the Energy Policy Act of 1992. Interested firms are asked to
submit a written or fax request for an application along with their
name, address, telephone and fax numbers, and a point of contact.
Requests shall be mailed to: Document Control Specialist, Room 240,
U.S. Department of Energy, Headquarters Procurement Operations, 1615 M
Street, NW, Washington DC 20036. Faxed requests shall be sent to (202)
634-4486. Any firm that has not previously requested an application may
do so; firms currently listed on DOE's qualified list of energy service
companies need not resubmit new requests and will be mailed an
application. The Standard Industrial Classification code applicable to
this type of procurement is 8711. Any firm whose annual receipts over
the past three years do not exceed an average of $20 million is
