The work includes construction of an Explosive Test Facility Complex which entails five bomb proof buildings and one administration and support building. Work also includes sitework, ancillary sheds and incidental related work. This is a REQUEST FOR TECHNICAL PROPOSALS as a SOURCE SELECTION PROCUREMENT. Award will be based on price and other non-priced factors which may include, but are not limited to; Relevant Experience, Project Staffing; Work Plan; Subcontracting Plan and Past Performance. Requests for Plans and Specs must be made in writing accompanied with a check in the amount of $120.00 made payable to the order of EFA Chesapeake, mailed or delivered to the above address. Contractors within the local area are encouraged to pick-up a copy of the solicitation at Building 212, First Floor, Plans and Specs Room at the Washington Navy Yard. The hours of operation of the Plans/Specs Room are 7:30 AM to 3:00 PM, Monday through Friday. Requests for bidders list must be made separately. There is no charge for bidders list. Please note the plans and specs will be issued on a first-come, first-serve basis. The projected date for issuance of proposals is 30 November 1995.
