HQ Electronic Systems Center intends to issue a Request for Proposal (RFP) to General Electric Company (GEC) - Marconi Electronic Systems Corporation for the acquisition of Production Verification Testing (PVT) for the Joint Tactical Information Distribution Systems (JTIDS) Class 2M program to support the 1994 procurement of Class 2M terminals on Contract F19628-86-C-0035/P00246 in accordance with the source sought synopsis published in the Commerce Business Daily (CBD) on 24 October 1995. In June 1994, the final Class 2M development contract was awarded, as modification P00246 on Contract F19628-86-C-0035, to GEC-Marconi Systems for 20 terminals for the THAAD, Patriot, and CORPS SAM platforms. The purpose of the planned Supplemental Agreement synopsized herein is to plan and conduct a Production Verification Test (PVT) for the JTIDS Class 2M terminal. This test is to be conducted on two of the first three production configuration Class 2M terminals to be delivered to the Government in March 1996. The test is to be completed in sufficient time to allow analysis of test data and staffing of the final test reports to support the planned JTIDS Class 2M Defense Acquisition Board Milestone III, Full-rate Production decision, in March 1997. The PVT will begin with a Test Analyze and Fix (TAAF) phase on two terminals subjected to a combined total of 1000 operating hours in an environmental chamber. Following the TAAF, the two terminals will be refurbished. The remaining testing under the PVT will include a terminal level Functional Performance Test (FPT), and Electromagnetic Interference (EMI), TEMPEST and Environmental testing. A Maintainability Demonstration (MDEMO) is also to be conducted. Existing Government approved test procedures/logs will be used to the maximum extent possible. For any failure or anomaly that occurs during any of the tests required, the cause of the failure/anomaly shall be determined and appropriate corrective action shall then be incorporated in the terminal under test and the failed portion of the test repeated. Upon completion of all tests, the teminals shall be refurbished as necessary. A definitized supplemental agreement is anticipated for award on or about Dec 95. Conducting of the PVT is scheduled to commence three to four months after award.
