Contract Specialist (202)283-1488. The Internal Revenue Service (IRS)
is developing a strategy to efficiently and economically research
current telephone numbers for individual and business taxpayers on a
nationwide basis. The strategy involves searching CD-ROMs containing
the Regional Bell Operating Companies (RBOCs) and Independent Telephone
Companies directory assistance database using automated retrieval
software. The strategy also involves transmitting search data contained
in an electronic file to a contractor (s) with electronic gateways into
the RBOCs and Independent Telephone Companies directory assistance
databases to search for the most current, valid telephone numbers. The
draft Statement of Requirement (SOR) which explains the existing
hardware/software environment and states the IRS's needs, is available
on the Internal Revenue Service's A/C Procurement Bulletin Board
System (PBBS). Please follow these instructions. To access dial the
following number (202)779-0943. Your system must be set at the
following defaults: Baud Rate of 9600, No Parity, 8 Data Bits, 1 Stop
Bit. The system will prompt you for your name, business name and
address, the kind of system you are using, user ID, and a password of
your choice. At the Main System Menu the following will appear ''Make
your selection (T,F,E, etc....):'' Type ''L'' and press the (ENTER)
Key. Type ''S'' to select a library and press the (ENTER) Key. Type
''RFP'' and press the (ENTER) Key. Type ''F'' and press the (ENTER) Key
to list files. Press the (ENTER) Key to view the list of files. Type
''C'' to view the file list. Download the File ''SORTNR.DOC''. The
system operates 24 hours a day, 7 days a week. An electronic copy of
the draft SOR will be mailed to anyone who cannot access the PBBS. Send
a written request to the contracting officer at the address specified
above. The IRS is seeking industry response in the form of system's
technical information and supplier's capability and qualification
statements. Written comments on the draft SOR must identify the
paragraph number, discuss the issue, support the recommended changes,
and provide the propose revised text. The comments must be submitted
within 30 calendar days of the appearance of this synopsis. Comments
can be submitted in one of the following formats: 1)WordPerfect 5.1 or
higher on a 31/2'' diskette 2)Electronic mail in the text format
(ASCII), no binary attachments. E-mail to george.doherty@ccmail.irs.gov
and or 3) Written form to the contracting officer at the address
specified above. Interested firms are advised that the draft SOR may
undergo further revision as a result of comments received. This
synopsis is for information and planning purposes only, and does not

constitute a commitment by the Government to acquire the equipment
