published 15 Feb 95 and amended 17 Mar 95. Phillips Laboratory, Space
Experiments Directorate (PL/SX) anticipates releasing a solicitation
for the Integration Support Services (ISS) program on or about 18 Dec
95. Proposals will be due on 31 Jan 96. A Cost Plus Award Fee/Level of
Effort (CPAF/LOE) type contract is anticipated with funding levels to
accomplish the contracted effort to be between $10-50M. The period of
performance includes a basic effort of 36 months and two 12- month
option periods. A Secret facility clearance will be required prior to
award. It is the Government's intent that the requirement will be
solicited as a 100% small business (SB) set-aside. Small Disadvantaged
Businesses are advised that they are strongly encouraged to
participate. The Standard Industrial Code (SIC) for this effort is 8731
with a small business size standard of under 1000 employees. The
purpose of the ISS program is to procure a system integration services
contract to support the integration, and ground and flight test of
experimental vehicles, payloads and subsystems being developed by the
Space Experiments (SX) and Space Technologies (VT) Directorates of the
Phillips Laboratory. This acquisition will provide services to support
both SX and VT in the exploratory development of technologies and
capabilities important to the accomplishment of National military space
objectives. The successful offeror will assist the government team in
the following types of work: 1) Integration facilities operation and
maintenance - operation, and maintenance of multiple integration
facilities at both Edwards AFB, CA and at Kirtland AFB, NM, 2)
Engineering support - system engineering support to the development and
test of small rocket, balloon, and spacecraft payloads and subsystems,
and to the captive hover and field test of experimental miniature
vehicles, develop and/or review subsystem and system specifications an
develop requirements for specialized ground support equipment, 3)
Performance and mission analyses - develop and/or review mission
planning documents and analyze mission goals and objectives, 4) Design,
fabrication and assembly -assist in the development and integration of
components and subsystems comprising small payloads and experimental
vehicles, including the development and operation of standard and
mission-unique ground support equipment, tasks will include structural
subsystem assembly, development of wiring harnesses and printed
circuit boards, ground and flight software development and test, 5)
Integration and test - support, as a member of a government-contractor
integrated team, the integration and test of small sounding rocket,
balloon or spacecraft payloads and subsystems and experimental
vehicles, support includes establishing environmental and functional
test requirements, conducting and reporting the results of required
environmental and functional tests, 6) Mission support - Assist the
government in the conduct of research and experimental testing in both
laboratory (bench top) facilities and at remote field locations, 7)
Management and administration - manage and administer the functions
required to meet objectives of the basic and options effort (facilities
management) and various task orders. Special condition: Initially,
PL/SX will require level-of-effort and task order support at Edwards
AFB and task order support at Hanscom AFB. During the period of
performance of this anticipated effort, Space Experiments functions at
Edwards AFB and Hanscom AFB will transfer to Kirtland AFB. The
successful offeror will plan for and support ISS related contingencies
arising as a result of this transfer of activities. An Organizational
Conflict of Interest (OCOI) clause is anticipated in any resulting
contract. The contractor will be asked to propose a Statement of Work
(SOW) in response to a government Statement of Objectives (SOO). To
receive a copy of the RFP, each potential offeror must be certified and
registered by the Defense Logistics Services Center, Federal Center, 74
North Washington, Battle Creek, MI 49016-3412, 1-800-352-3572. All
interested parties must send a letter stating interest in receiving the
RFP (even if previously submitted for the DRFP), type of business
(i.e., large, small, socially and economically disadvantaged, 8(a)
certified, historically black college r university, a woman-owned
business, or a minority institution), address/point of contact for
receiving the RFP, and reference this synopsis. In addition to the
above, each potential offeror is also required to submit a copy of the
certified DD Form 2345, Militarily Critical Technical Data Agreement
(unless previously submitted for the DRFP). Responses should be
submitted to Ms Kim Kinifick, Phillips Laboratory, Space Experiments

NM 87117-5773, or by fax at (505) 846-7549. Verbal requests for the
RFP will not be honored. Foreign owned/foreign controlled firms are
advised that they will not be allowed to participate as the prime
contractor as determined by the Foreign Disclosure Policy Office. A
Read File will be established for this effort on date of RFP release
and will be located in Bldg 595. The Read File will include a copy of
the RFP, Briefing for Industry (BFI) slides, attendance lists for the
BFI and tours at Kirtland and Edwards AFB, and background information
for sample task order preparation. At this time, all documents are
unclassified. The Read File will be in effect until contract award. To
access the Read File, each potential offeror must submit a copy of the
certified DD Form 2345, Militarily Critical Technical Data Agreement,
by mail to PL/SXEI, Attn: Ms Tracy Gerber or by fax at (505) 846-9764.
Ms Gerber will be taking appointments to view the Read File at (505)
846-0522. Appointments to view the Read File must be scheduled at least
one (1) day in advance. Appointments are limited to two companies per
day with a maximum of two persons per visit. Hours of operation are
8:00AM to 4:00PM, Monday through Friday. Each company will have a three
hour block available and the material may be removed from the area for
reproduction during that time. Badges may be obtained at the security
desk in Bldg 414. Contractors visiting the Read File library will
restrict their activity to that purpose during the appointment. Drafts
of Sections B-M, SOW, Award Fee Plan, and the Source List, are
available on the Phillips Laboratory Science and Technology Acquisition
Referral System (STARS) electronic bulletin board system and will be
updated as they become available. In order to access the STARS bulletin
board on the Internet, PC users need to run NETSCAPE or MOSAIC version
2.0 Beta 4. Access to the PL Contracting Bulletin Boar is available
from the PL Home Page-- http://www.plk.af.mil/. All files in the ''Show
Available RFP's'' category are self extracting executable (.EXE) files.

(505) 846-5440. An Ombudsman has been appointed to hear concerns from
potential offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Before
contacting the Ombudsman, potential offerors should first communicate
with the contracting officer. In those instances where offerors cannot
obtain resolution from the contracting officer, they are invited to
