A -- BROAD AGENCY ANNOUNCEMENT (BAA)IN THE AREA OF US MARINE CORPS SURFACE MOBILITY AND SURVIVABILITY ENHANCEMENT TECHNOLOGY SOL N00167-96-BAA-0010 DUE 122095 POC Arlene Lapidus (301)227-3605 / Faith L. Ferris (301) 227-3602. The Naval Surface Warfare Center-Carderock Division (NSWCCD), as Block Program Manager for the USMC Surface Mobility Exploratory Development Program and the MAGTF Survivability Program is soliciting abstracts for technologies applicable to future USMC vehicles and equipment in the 2010-2020 timeframe. Surface Mobility and Survivability efforts involve the exploration and development of new concepts and components for advanced Marine Corps amphibian, land, and water vehicles. This program aims to demonstrate the technical feasibility of these concepts and components to increase the overall capabilities of the Marine Corps. The Marine Corps Programs Office expects to make multiple contract awards from $100,000 to over $1,000,000 each in 1996 and 1997. Concepts, funded under this BAA, which prove to increase the capabilities of the Marine Corps will be considered for inclusion (subject to funding availability) in planned Advanced Technology Demonstration Projects in FY98 and FY99. ABSTRACTS within the following areas are being sought:1.) MOBILITY AND INTEGRATION TECHNOLOGY FOR LIGHTWEIGHT, V-22 TRANSPORTABLE PLATFORMS IN THE 4-5 TON RANGE to include technologies for, but not limited to: lightweight structures and platform concepts; corrosion prevention; advanced propulsion and mobility systems to include engines/power generation, track, suspension, wheels/traction devices, transmission, electric drive and other component technology or vehicle subsystems; weapon systems adaption and integration for improved firepower; integrated C4I2 systems for reconnaissance, surveillance, target acquisition and coordination of dispersed troop formations/rapid assault platoons. 2.) MOBILITY AND INTEGRATION TECHNOLOGY FOR CH-53E TRANSPORTABLE EXPEDITIONARY PLATFORMS IN THE 8-15 TON RANGE to include technologies for, but not limited to: lightweight strutures and platform concepts; corrosion prevention; advanced propulsion and mobility systems to include engines/power generation, track, suspension, wheels/traction devices, transmissions, propulsors, elecric drive and other component technology or vehicle subsystems; weapon systems adaption and integration for improved firepower;integrated C4I2 systems for reconnaissance, surveillance, target acquisition and coordination of dispersed troop formations/rapid assault platoons, 3.) MOBILITY AND INTEGRATION FOR AMPHIBIOUS EXPEDITIONARY LOGISTICS TRANSPORT VEHICLES AND PLATFORMS CAPABLE OF SUPPORTING SEABASED LOGISTICS CONCEPTS THAT SPAN CONTAINERIZED CARGO TO JUST-IN-TIME-LOGISTICS CONCEPT OF MISSION SPECIFIC PACKAGING to include technologies for, but not limited to; platform concepts; corrosion prevention; lightweight structures; advanced propulsion and mobility systems to include engines/power generation, track, suspensions, wheels/traction devices, transmissions, propulsors, electric drive and other component technology or vehicle subsystems, 4.)SURVIVABILITY TECHNOLOGIES, UTILIZATION AND INTEGRATION OF SYSTEMS AND SUBSYSTEMS, to include avoidance of detection, acquisition, hit, penetration, and kill that address the 4-5 ton and 8-15 ton platforms and expeditionary combat vehicles, and 5.) CORROSION PREVENTION TECHNOLOGIES TO ADDRESS ADVANCED STATE-OF-THE-ART SYSTEMS THAT CAN BE APPLIED TO USMC ASSETS (CURRENT AND FUTURE). TREATMENT PROCEDURES FOR EXISTING SYSTEMS, AND EVALUATION PROCEDURES TO GAIN CONFIDENCE IN TECHNOLOGIES AND SYSTEMS WITHOUT EXTENDED TERM TESTING AMD VALIDATION. This solicitation is directed toward material solutions and system integration solutions. Any effort that proposes, as its main task, to study the problem and propose solution will not be considered for award. Interested parties are being asked to initially present ONLY AN ABSTRACT. More than one area may be addressed, but each area's abstract must stand alone. Each abstract shall include: 1.) technical approach, 2.) proposed program plan that includes a scope of effort and deliverables, 3.) rough order of magnitude cost, and 4.) Period of performance of 6 to 18 months duration. Abstracts shall not exceed 5 pages, including graphics, for each abstract. Abstract format shall be: 8.5 by 11 inch paper, double spaced, type size no smaller than 10 point (including type in graphics and charts), and printed on one side with sequentially numered pages. An original and 3 copies of each abstract shall be submited on or before 20 Dec 95 and reference solicitation N00167-96-BAA-0010. Abstracts submitted after that date are welome, but may not be used because of time and funding constraints. Unclassified abstracts shall be submitted to NSWCCD, Code 3323, Arlene Lapidus, Bethesda,MD 20084-5000. Classified abstracts shall be sent to NSWCCD, Classified Mail and Records, Code 3432, Bethesda, MD 20084-5000. All Abstracts will be evaluated at one time and consideration in one area of interest will not preclude consideration in other areas of interest. SUBMITTERS OF ABSTRACTS FOUND TO BE CONSISTENT WITH THE INTENT OF THIS ANNOUNCEMENT WILL BE INVITED TO SUBMIT FULL TECHNICAL AND COST PROPOSALS. NSWCCD will respond in writing indicating whither a full proposal is reqested and the date due. Format of full proposals will be provided at that time. Such invitation does not assure that the submitting organization will be awarded a subsequent contract. GENERAL INFORMATION AND EVALUATION CRITERIA: Abstracts and Proposals will be evaluated by a scientific review process for technical merit, weighing the potential benefit of meeting the USMC Surface Mobility, Survivability and Corrosion goals. Abstract and Proposals will also be evaluated for cost, terms, and qualifications of the Offeror. Cost will be evaluated for reasonableness in conjunction with technical merit, but is ranked lower than technical merit in importance. The selection of one or more sources for invitation to submit a proposal and eventual contract award shall be based on their technical merit, funds availability, and their potential to increase the capabilities of the Marine Corps. There shall be no formal RFP. The Government reserves the right to select for award, any, part of, all, or none of the eventual proposals received. This BAA is an expressing of interest only and does not commit the Government to pay for any abstract or proposal costs related to this announcement. Offerors are advised that only the Contracting Officer is legally authorized to commit the Government to a contract. Evaluation of each propsal will be performed using the following criteria listed in descending order of importance: 1.) overall scientific and technical merit, 2.) potential for the offerors concept to meet USMC Mobility, Survivability and Corrosion needs, 3.) the offerors capabilities, related experience, facilities, techniques or unique combination of these which are integral factors for achieving the proposed objectives, 4.) the qualifications, capabilities, and experience of he proposed key personnel who will be assigned to carry out the program tasks, and 5.) realism of proposed costs and avialability of funds. NSWCCD has and will provide supplemental information packages upon request.
