426-6483 (Site Code DACW41) 1. CONTRACT INFORMATION: A-E services are
required for the survey of family housing units in Ottawa and Osage
Villages at Fort Leavenworth, Kansas, for construction and design
deficiencies and code violations. Options will be included in the
contract for concept and final design of approved repairs. Design of
this project will include all surveys, studies, and site investigations
(including selective demolition), preparation of technical
specifications, design analysis, contract drawings and detailed
construction cost estimate to support this project. A firm fixed price
contract will be negotiated. The contract is anticipated to be awarded
in February 1996 and completed by June 1997. 2. PROJECT INFORMATION:
This project consists of the detailed survey of family housing units in
Ottawa and Osage Villages at Fort Leavenworth, Kansas, for construction
and design deficiencies. The family housing units in Ottawa and Osage
Villages are a mix of single and two story duplexes and three- and
four-plexes. Construction was completed in 1991. The AE will document
the extent and nature of the deficiencies along with proposed
corrective measures and Code A estimates for the repairs. The AE will
conduct a code analysis of the design to determine if there are any
code violations; the AE will also be responsible for reviewing the
government requirements stated in the original request for proposal for
the project to compare them to the constructed facilities. The survey
will require the AE to do detailed examinations of all crawl spaces and
attics in addition to more accessible areas of the units. The units
will be occupied during the survey and the AE will be responsible for
coordinating access and schedule requirements with occupants. Selective
destructive testing to determine root causes of identified problems
will be done. The AE will be responsible for fixing holes caused by
destructive testing. Some of the problems identified to date that the
AE will be expected to investigate are: siding color degradation and
potential brittleness; painting of exterior wood components; inadequate
ventilation in crawl spaces; inappropriate maerials used for subfloors
and underlayments; excessive water in crawl spaces; review of
miscellaneous structural details (floor joists, slope problems on
second floors, roof sheathing nailing, foundation settlement, truss
inspection, sill plate anchors, etc.); inappropriate materials and/or
construction techniques used for cabinets, lights, shelves, hand rails,
etc.; exterior grading at each unit and general site grading for the
housing areas; retaining wall stability design and washout problems,
settlement of stoops, sidewalks and patios; return air plenums for
furnaces; condensate line location; dryer vent lengths and other
miscellaneous architectural, structural, civil, mechanical and
electrical issues. The contract will include options for concept and
final design of approved repairs and engineering and design and
checking of shop drawings during construction. The estimated
construction is between one and five million dollars. (4) SELECTION
CRITERIA. a. Professional capabilities. (1) Responding firms hall
demonstrate capability in these primary disciplines: Architectural,
structural, mechanical, electrical and civil. (2) Professional
registration of lead designers. b. Specialized experience is that of
the prime (or joint venture), consultant or an individual. Work cited
that is experience of the prime (or joint venture) from an office other
than that identified in Block 4 shall be so labeled. Specific
specialized experience for this project is as follows: (1) Survey for
construction and design deficiencies in the family housing units, to
include identification of code violations and selective destructive
testing. Survey items will include the miscellaneous structural,
architectural, civil, mechanical and electrical items cited above. (2)
Design of repairs to Army Family Housing, to include repair of
miscellaneous structural systems, mechanical systems, site grading, and
architectural features. (3) Knowledge of and experience with Army
Family housing design criteria. (4) Specific knowledge of local
conditions and project site features. (5) Quality management
procedures. Include a proposed organizational chart and a narrative
description of how the quality management procedures will function in
Block 10 of SF 255. (A detailed quality control plan will be submitted
by the AE as part of the negotiations process.) (6) Experience in
preparing 2-D and 3-D contract drawings with database attachents which
is fully compatible with Intergraph's Microstation 32 version 5.0 or
higher. (Cite in Block 10 of SF 255.) c. Capacity to initiate design
and complete within the time parameters of the project. d. Past
performance on DOD and other contracts with respect to cost control,
quality of work, and compliance with performance schedules. e. Location
of firm in general geographical area of the project. f. Extent of
participation. Large business will be expected to place subcontracts to
the maximum practical extent with Small and Small Disadvantaged firms
in accordance with Public law 95-507. This plan is not required with
the submittal, but changes to the design team may require
reconsideration by the Selection Board and must be approved prior to
award to any large business. Of the subcontract amount, goals assigned
to the KCD are 60.3% for small business, 9.8% of small disadvantaged
business and 2.9% for women owned small business concerns. Small
Disadvantaged Business goals of less than 5% must be approved two
levels above the Contracting Officer, pursuant to DOD FAR SUPPLEMENT
219.705-4. For information purposes, the small business size for this
solicitation is one where the average annual receipts of the concern
and its affiliates for the preceding three (3) fiscal years does not
exceed $2.5 Million, the Standard Industrial Classification Code (SIC)
IS 8712. G. Volume of DOD contracts awarded in the last 12 months to
the prime firm. In Block 10 of the SF 255, responding firms should cite
all contract numbers, award dates and total negotiated fees for any DOD
contract awarded within the last 12 months to the office expected to
perform this work. Please indicate all delivery orders awarded your
firm by DOD agencies within the last 12 months under and indefinite
delivery type contract, regardless of the award date of the contract
itself. Indicate date of delivery orders and fee for each.
Modifications to contracts or delivery orders which were awarded prior
to the last 12 months need not be listed. 5. SUBMITTAL REQUIREMENTS.
Interested firms having the capabilities to perform this work must
submit an SF 255 to the address listed below no later than close of
business (4:00 PM Kansas City time 7 January 1996). Each
firm/consultant listed within the SF 255 must have a current SF 254
(submitted within the last 12 months) on file with the Corps of
Engineers, or one must be submitted with this pakage. Solicitation
