C -- PROFESSIONAL ELECTRICAL ENGINEERING SERVICES POC J Edward Roberts Tel: (410) 965-1284 Professional services to provide electrical engineering design services for the Social Security Administration (SSA). SSA seeks an Electrical/Engineering (E/E) Contractor to provide professional services for electrical design and construction site verification of SSA's facilities for the installation of pre-wired systems furniture and Intelligent Work Stations/Local Area Network (IWS/LAN). It is anticipated that SSA will award two contracts for this project. Designated professional services will include but may not be limited to: pre-design, site analysis, schematic design, design development, construction documents, post-construction inspection, verification & certification and preparation of detailed construction cost estimates. SSA's offices will include but not be limited to District, Branch and Staff Offices in storefront type locations, individual buildings or as part of high rise buildings in small towns to large cities. SSA is planning to upgrade about 1,300 field offices with the installation of IWS/LAN systems. SSA will install about 75,000 workstations and the associated hardware by the end of fiscal year 1998. Candidate selection will be based on the following evaluation categories: (1) Project Team. This category will be used to evaluate the E/E's proposed key personnel with respect to their qualifications, individual experience, and past experience as team members on similar projects. (2) Technical Ability. This category will be used to evaluate the E/E's capacity and potential for product excellence, including innovation, recognition of alternative solutions, and perception of special opportunities. (3) Related Experience. This category will be used to evaluate the E/E's successful accomplishment of projects similar in nature. (4) Organization and Management. This category will be used to evaluate the E/E's proposed plan for execution of the required design/project inspection and production of reports on the basis of team organization and management and control procedures to accomplish this project. (5) Supplemental Points. Supplemental points will be given for good performance on previous GSA projects and for involvement of minority-owned firms. Cosideration will be limited to primary firms with the required disciplines having an existing established office within the Baltimore, Maryland/Washington, D.C. geographic area of the SSA Headquarters located at 6401 Security Boulevard, Baltimore, Maryland. Consideration of any joint ventures will be based on a demonstrated interdependency for a quality effort. The E/E must be capable of performing simultaneously multiple projects at multiple locations. The indefinite quantity contract will cover a 1-year period with a unilateral option of the Government for two 1-year renewals. The maximum amounts to be expended for each contract shall not exceed $5 million (minimum $200,000) for the base year and $5 million (minimum $200,000) for each option year. Work under the contract will be by Delivery Order. Each delivery order will be negotiated individually for hours as hourly rates for each discipline will be set forth in the subsequent contract. Other reimbursable costs will be subject to negotiations also. The E/E firm shall respond to assignments issued by the Contracting Officer. Firms or joint ventures having the capabilities to perform the services described herein are invited to respond by submitting completed Standard Forms 254 and 255 along with a letter of interest to be received by the office listed above within 30 calendar days of the date of this announcement. Standard Form 254 should also be included for all consultants proposed as team members. All forms 254 are considered current if they are not more than 1-year old from the month of this announcement.
