Stewart, Contracting Officer, 301-286-4345. The National Aeronautics
and Space Administration (NASA) seeks sources or information for
commerical telecommunications services equivalent to those currently
provided by the 26m subnetwork of the NASA-ownded Deep Space Network.
Upon successful procurement of these services, NASA intends to cease
operations on the 26m subnet. NASA's target date to accomplish these
tasks is 09/30/97, with some service overlap. Reimbursement for
services is to be based upon fixed billing rates, which will include
any amortized facilities construction costs. The 26m subnet currently
provides S-band space to ground communications and tracking for earth
orbiting spacecraft, including the Space Shuttle. In general, these
spacecraft have not exceeding 2.3Mb/s. The 26m subnet is comprised of
3 antennas. They are located in Canberra, Australia; Goldstone,
California; and Madrid, Spain. Each has an uplink power of 10kw and a
G/T of approximately 39.4dB/K. Data is processed at either bit level or
packet level. The 26m subnet services are operated and scheduled
24-hours per day. The proposed equivalent service are to be provided by
three locations located approximately 120=B0 apart longitudinally and
between 25=B0 and 35=B0 latitude, with a least on being north and
another south. This service shall include delivery of data to the end
user. Parties having the capability, either directly or with related
commerical activities, to provide these services are invited to respond
to this synopsis. They are requested to submit a statement describing
their technical and operational approach and their prior experience
with space-ground communications. Statements should include assumptions
about use of existing Government-owned assets. Although detailed cost
and schedule estimates are not required, statements shall include a
discussion of proposed fee structure and contractual conditions and a
discussion of how NASA's target date would be met. Statements shall not
exceed 4 pages (excluding cover sheet). This synopsis is not a request
for proposal and should not be interpreted as a commitment by the
Government, however a formal RFP is contemplated is sufficient industry
interest, capability, and commitment are demonstrated. NASA will
consier all information provided by respondents with experience in
providing space-ground telecommunications services and with the
financial and programmatic resources in place to perform relevant
