Enriched Uranium Scrap Processing - The U.S. Department of Energy
(DOE), Oak Ridge Operations Office has a requirement for processing
services for recovery of enriched uranium scrap materials generated in
DOE production and research and development efforts. Most of the scrap
materials are generated in the DOE's Naval Reactor Laboratories, with
small amounts from other DOE facilities. The overall effort will
involve approximately 2,000 kgs of scrap which will be unirradiated or
slightly irradiated and enriched to greater than 20 percent U235. Some
scrap will be security classified, Confidential-Restricted Data, by
composition. The scrap categories that are to be processedinclude: 1)
miscellaneous uranium/zirconium scrap, 2) enriched uranium that is clad
in stainless steel scrap, 3) enriched uranium/aluminum metal and oxide
in a mixture of various metallic and nonmetallic oxides, 4) enriched
uranium in metallic cladding, 5) enriched uranium/carbon inter-metallic
and mixtures, and 6) enriched uranium/beryllium oxides and metals.
Interested parties must have or possess the following: 1) a Nuclear
Regulatory Commission license for Highly Enriched Uranium, 2)
environmental permits for uranium processing, 3) processing and storage
facilities that satisfy Nuclear Material Safeguards and Security
requirements, 4) interface capability with DOE Safe Secure Transport
System including certified containers for transportation and storage,
and 5) an approved Nuclear Material Control and Accountability Program.
The firm shall also have or be able to obtain an affirmative Foreign
Ownership, Control, or Influence Over Contractor (FOCI) clearance
determination. Additionally, the successful contractor shall take title
to, and be responsible for, all wastes and by products remaining after
completion of services. Disposal of any wastes or residual materials
shall be in accordance with all federal, state, and local laws and
regulations concerning disposal of such waste. If disposal services are
required, proof of lawful disposal shall be provided to DOE. A fixed
price task order or fixed unit price contract is contemplated. This
contract will be for one year with options for four additional one-year
periods. The solicitation will be issued on a 3.5'' double-sided high
density disk in Word Perfect 5.1. A hard copy of the solicitationwill
be made available upon request. All requests for copies of the
solicitation must be in writing and received by DOE before close of
business 15 calendar days from the date of this announcement. Qualified
firms should also submit information necessary to show compliance with
the prerequisites previously mentioned. Solicitation are tentatively
scheduled for mailing in December, 1995, with contract award
