small disadvantaged business set-aside to a small business set aside.
The DOE Oak Ridge Operations Office at Oak Ridge, Tennessee seeks a
highly qualified firm who will manage the operation and maintenance
ofvari ous facilities at those sites for which Oak Ridge Operations is
responsible. Services to be provided by the contractor include
operation and maintenance of a 28 million gallon per day potable-water
plant; operation and maintenance of an equipmentrepair shop for the
maintenance and repair of government-owned equipment and motor
vehicles; inspection and maintenance of paved roads and grounds; and
maintenance of office, storage and production buildings. The applicable
SIC code is 8744 (BaseMaintenance) . Support activities such as health,
safety and environment, quality assurance, engineering, construction,
personnel, purchasing, and accounting are also required in support of
the above functions. This work will involve access to classified
areas.Secu rity clearances will be necessary for certain employees;
therefore personnel performing the work must be able to meet the
requirements for obtaining a DOE ''L'' or ''Q'' security clearance. The
current work force consists of approximately 110 employees,the majority
of which are represented by bargaining units. In accordance with the
FAR, the successful contractor is required to pay wages and benefits at
least equal to those in the existing bargaining agreements. It is
requested that offerors considerem ploying members of the current work
force. It is anticipated that the contract will be cost reimburseable
with a three year base term and one two-year option term. The
preliminary contract value will be approximately $50 million over the
five yearcont ract duration period which includes capital upgrade
projects to be determined on an annual basis. The RFP will be released
on or about November 29, 1995 with a tentative due date of January 19,
1996. Details concerning the preproposal conference andsi te tour will
be provided with release of the RFP. A 60-day phase-in period is
necessary to assure cotinuity of the services being provided. The
offeror or teaming offeror/subcontractor must have the following
qualifications: 1) corporate andindividu al experience within the last
ten years (properly certified) at operating and maintaining a potable
surface water municipal treatment plant with a rated capacity of at
least 20 million gallons per day; 2) corporate ability to support the
water plantwith microbiology, water chemistry, regulatory, utilities
and related engineering, construction and safety resources. The RFP
will be issued on a 3.5 double-sided high density computer disk in Word
