To conduct Phase 1 of a study leading to the development of a growth strategy for the Panama Canal. As currently conceived, the study will be carried out in two phases, each under a separate contract. This CBD notice is for a contract to perform Phase 1. The Panama Canal Commission reserves the right not to procure a contract for the performance of Phase 2. The Phase 1 contract calls for the formulation of the statement, or scope, of work for the projected Phase 2 contract and requires the identification of selected business opportunities with growth potential. The statement of work to be formulated by the Phase 1 contractor shall include background on growth strategy concepts and their application at the Panama Canal, and the objectives, methodology, approach and boundaries to utilize in the development of the growth strategies for both the Canal's core transit service and for new business opportunites. Phase 2 contract performance will be the full development of growth strategies for the Panama Canal's core business and each new business venture identified under Phase 1. Each strategy will include a business plan and a complete study of financial, marketing and resource-allocation aspects. For each phase multiple awards may be made for simultaneous performance. Only the awardees of the Phase 1 contract will have the opportunity to compete for the award of the projected Phase 2 contract.
