Division, Naval Facilities Engineering Command, Norfolk, Virginia, is
seeking to prequalify a cadre of Architect & Engineer (A&E) and
Construction Teams to align and compete for selected Invitation For Bid
(IFB) Design/Build (D/B)construction contracts on a variety of Bachelor
Housing, Lodges and Recreation Facility projects at military
installations in Virginia, West Virginia and North Carolina. D/B teams
prequalified under this announcement will remain qualified for a
twoyear period. This announcement appears in both the A&E and
Construction Sections of the CBD. Individual construction contracts may
be up to $35 million. The total value of all construction contract
actions may range up to $100 million annually.Since several
construction projects are likely to be procured from this solicitation,
A&E and Construction Contractor Teams formed for the express interest
in these projects must be able to demonstrate their ability and
business acumen necessary toperform in a D/B environment by meeting the
criteria established herein. Participation in preparation of IFB
documentation for a construction contract will preclude participation
of their D/B team for that particular contract. The first
constructionproject anticipated to be procured following qualification
is the Bachelor Enlisted Quarters (BEQ), Naval Hospital, Portsmouth,
Virginia. Only the qualified D/B teams will be invited to prepare bids,
and upon contract award to the lowest responsivebidder, the awarded D/B
team shall complete plans, specifications and associated engineering
services; prepare necessary permit applications required for each
project, complete and ready for submission to the applicable State and
Federal agencies forapproval; and build, inspect and test the
facilities for full compliance with the IFB package and applicable
local codes. The preparation of Operation and Maintenance Support
nformation (OMSI) will be included for each project. Selected D/B Teams
whomeet the qualification factors established herein are encouraged to
attend a two day, non-reimbursable Government facilitated partnering
session prior to the first contract action to properly outline goals,
objectives and expectations of the futurecontract actions. Both
designer and construction contractor capabilities will be evaluated,
and the response to this announcement shall demonstrate a sound
approach that illustrates a well-organized, cohesive team that
satisfies the followingevaluation factors: (a) Financial stability -
the D/B team shall provide financial statements verifying credit
rating, insurance and bonding capabilities; (b) Technical and
professional experience and staff qualifications - define the roles and
outlinethe experience of the D/B team's design and construction
personnel, including professional qualifications, licensing and
technical competence of architectural, structural, mechanical,
electrical and civil disciplines, and demonstrate their recent(within
last seven years) experience in design and construction of bachelor
housing, lodges and recreation facilities, particularly citing recent
experience and knowledge with DOD, local codes, laws, permits, Navy
criteria and construction materials andpractices of the geographic
area. D/B teams may apply for consideration in one or more States.
Those teams without Military DOD Bachelor Housing experience will not
be considered. Resumes for proposed Design Manager, Project Manager,
SiteSuperintendent, Quality Control Manager and other key personnel
shall be provided, including identification of appropriate bachelor
housing, lodges and recreation facility experience; (c) Past
performance - furnish evidence of satisfactory performancewithin the
last three years for both members of the D/B design and construction
team with regard to the specified facilities and geographic location.
Information furnished should demonstrate satisfactory performance and
include description, location,customer contact (name, address, phone
number), year of completion and contract type, duration and cost; and
(d) Business approach - outline the organization and management
approach utilized in the formation of the D/B team, and indicate
ability to''fast track'' the design and construction based on available
resources. The D/B team organization must demonstrate a satisfctory
business arrangement between the design and construction firms to
include a copy of the business agreement documentsdescribing the
relationship of the Design/Build Team, and acknowledgment that
substitution of any approved team members will require Contracting
Officer approval. The qualified D/B teams will be required to prepare
the specifications using the latestNaval Facilities Engineering Command
(NAVFAC) Guide Specifications. All drawings shall be submitted in
AutoCAD compatible format, either DXF or .DWG, on DOS high density
floppy disk. The scope may require evaluation, definition and testing
of asbestosmaterials and toxic waste disposition, including subsequent
preparation of plans and specifications and execution of removal
and/or disposal. D/B Teams responding to this announcement must be
prepared to accept the aforementioned as a part of anysubsequent
contract responsibility. D/B teams who meet the requirements described
in this announcement shall submit a Standard Form (SF) 255, U. S.
Government Architect/Engineer Qualification, as part of their
submission package, and cite its proposedD/B team principal contact in
Block 3a. If the D/B team is composed of design and construction firms
which are separate entities, they must provide evidence that they are
each permitted by law to practice their respective professions, i.e.,
StateRegistration number. Use Block 10 to provide any additional team
information. Provide a point of contact and telephone number for the
D/B team in SF 255, Block 8. D/B teams are invited to submit
qualification packages by 4:00 p.m., 5 January 1996.The SIC for these
