furnish and install all equipment and provide all necessary engineering
to accomplish the functional and technical requirements, including, but
not limited to project management, detailed system design and
integration, equipment supply, shipment, storage, job site delivery,
programming and configuration, installation, training, manuals,
calibration, testing startup, and commissioning. Hardware requirements
include one Electrical Control Unit (ECU) test stand with the option
to purchase one more within a year. The Electrical Control Unit (ECU)
test stand shall test the ECUs listed in the Depot Maintenance Work
Requirement (DMWR), DMWR 55-2925-248 and 55-2925-247. The ECU is the
electrical control for General Electric's T-700 turbine engine. The ECU
test stand is Automated Test Equipment (ATE), Hewlett Packard hardware,
that runs a Rocky Mountain Basic program which is used to test the
ECUs. The Rocky Mountain Basic program communicates to a list of
equipment: Solatron 1250A, Elgar power supplies, Hewlett Packard 3458
multimeter, printers, custom cards, and others through a IEEE-488 bus.
The equipment fills two 19 inch rack bays that are approximately 6
feet high. The test stand requires an environmental chamber that has
two compartments one set at 100 degrees Celsius and the other set at
-55 degrees Celsius. The compartments must be at minimum 24'' high and
36'' deep and 36'' across. The system supplied would be required to be
able to run the approved software code. All equipment supplied will be
CALS (Computer Aided Logistic Support) compatible and Energy Star
compliant. The contractor needs to be in the business of designing and
supporting test equipment. The contractor will be required to have an
understanding of UNIX and Rocky Mountain Basic code as well as have a
good understanding of automated testing equipment. The vendor will
need to be able to show a background in instrumentation and be able to
deliver a test stand in compliance with ISA standards (Instrument
Society of America). The Government intends to solicit and negotiate
with only one source under the authority of FA 6.302-1. Contractor is
General Electric Company, Post Office Box 156301, One Newmann Way,
Cincinnati, OH 45215-6301. Interested persons may identify their
interest and capability to respond to this requirement by submitting a
capability statement. The capability statement must provide
information and qualifications to provide this type of equipment. This
notice of intent is not a request for competitive proposals; all
''capability statments'' received within 45 days after date of
publication of this synopsis will be considered by the Government. If
a large business firm is selected, the firm must comply with FAR
52.219-9 regarding the requirement for subcontracting plan. Fort Worth
District's goals are that a minimum of 60.3% of the contractor's total
intended subcontracted amount be placed with small businesses
(including small disadvantaged and woman- owned businesses); 8.5% of
the total subcontracted amount be placed with small disadvantaged
businesses; 3.5% of the total subcontracted amount be placed with 8(a)
firms; 3.0% of the total subcontracted amount be placed with
woman-owned small businesses; and 5.5% of the total subcontracted
amount be placed with historically black colleges or
universities/minority institutions. A determination by the Government
not to compete this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
