Contracting Officer NASA/MSFC plans to issue a Request for Offer (RFO)
via NASA Acquisition Internet Service (NAIS) for Flowmeters, quantity
15 each, to support the Thermal and Environmental Control Subsystem of
the Space Station Furnace Facility -- The flowmeter shall be capable of
flowing 0 - 600 lbm/hr of coolant water at 50 - 130 degrees F and up to
100 psia -- The pressure drop across the flowmeter shall not exceed 0.5
psid at the maximum flow rate -- The flowmeter accuracy shall be (/= 5%
of reading over the range of 100 - 500 lbm/hr at 18 - 100 psia and 50
- 130 degrees F -- The inlet and outlet ports shall be 1/2-inch female
connections per MS33649-08 -- Interconnecting tubing shall be 0.5-inch
OD with a 0.028-inch wall thickness -- The flowmeter envelope,
excluding inlet and outlet ports, should not exceed 8 inches x 4 inches
x 5 inches -- Its weight, excluding inlet and outlet ports, should not
exceed 4 lb (3-lb goal) -- The input voltage for the flowmeter shall
be 15 VDC -- Its output signal shall be 4 - 20 mA or 0 - 5 VDC -- The
flowmeter shall be in conformance to the Space Station Electrical Power
Specifications and Standards -- The flowmeter shall have a minimum
operational life of 15 years, allowing for periodic inspections,
corrective maintenance, and replacement of softgoods -- The external
leakage for the flowmeter shall not exceed 3 x 10-5 scc/sec GHe at 100
psia internal pressure throughout the operating temperature range --
The flowmeter shall be verified as flight hardware (via test and
assessment) for use on the Space Station -- It shall meet the materials
and environmental requirements for Space Station hardware -- Delivery:
3 each non-flight units due 04/01/96; 12 flight units due 10/01/96 --
Complete specifications will be included in the RFO -- Copies of the
RFO will be available by downloading from the Internet -- This
procurement is being conducted under the NASA/MSFC MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
16, 1993 -- Prospective offerors shall notify this office of their
