Contracting Officer, 919-549-4264. The U.S. Army Research Office
proposes to award by negotiation a five-year cost
reimbursement/requirements type contract to obtain scientific,
technical and advisory services for solution of problems related to
research and development projects within the Government. Most services
are short-term and intermittent. The program, referred to as the
Scientific Services Program, is composed of the following subprograms:
a. Short-Term Analysis Services (STAS). This subprogram is designed
for the resolution of problems when the objectives are anticipated to
be achieved in a short period of time (usually within a one-year
period). The preponderance of the total effort awarded will be STAS. b.
Laboratory Research Cooperative Program (LRCP). This subprogram is
designed for research and exchange of information between university
and college faculty and Ary laboratory or center personnel. The effort
is performed at Army laboratories and centers primarily during the
summer months. c. Summer Faculty Research and Engineering Program
(SFREP). This program is similar to the LRCP and is for collaborative
research and exchange of information between university, college and
technical institution faculty members and Army laboratory or center
personnel. Effort is accomplished entirely at the Army
laboratory/center during the summer months. d. Summer Associateship
Program for High School Science and Mathematics Faculty (HSSMF). This
program provides summer associateships to outstanding high school
teachers to conduct research in Army laboratories and centers. The
research is conducted entirely within the laboratories or centers and
is designed to have a positive influence in stimulating and encouraging
more high school students to undertake science and mathematics careers.
e. Post Laboratory Research Cooperative Program/Post Summer Faculty
Research and Engineering Program (PLRCP/PSFREP). These programs provide
a means for the scientist to continue his/her research effort after
finishing the summer associateship work in the Army laboratory or
center. f. Conferences, Workshops and Symposia (CWS). This program
provides administrative and technical support to organize and conduct
conferences, workshops and symposia. A cost reimbursement type contract
will be awarded to the successful offeror. The contract will be
structured in two segments: The first segment will require that the
contractor maintain an office in the Research Triangle Park, North
Carolina, area (e.g., Raleigh, Durham, Chapel Hill, North Carolina) to
provide personnel, facilities and equipment to manage the program. The
second segment will require that the contractor provide the requested
scientific, technical and advisory services as the need arises. The
contractor must possess the capability (technical, facilities and
management) to provide at least 25% of the requested services from its
own staff (actual effort performed may be much less than 25%), and the
contractor must have the capability to subcontract for the services
when the conditions dictate. Depending on individual statement of work
requirements, these subcontracts may be awarded to individuals,
industrial organizations (small an large businesses), universities, an
nonprofit organizations. The contractor will be held responsible for
all accomplishments. The contractor must have a broad range of
competence in the physical and social sciences and in technology.
Examples of research requirements that we expect to award under this
contract are: (a) Design of Bioreactors for Biodegradation of Chemical
Agents HD and VX; (b) Analysis of Thick Composite Structures; (c)
Virtual Reality and Other Enabling Technologies to Paladin Training
Requirements; (d) Topography of Energetic Material Crystals Using AFM;
(e) Evaluation of Bioattenuation Technologies; (f) Extraction from
Satellite Imagery; (g) Remote Biosensors; (h) Military Recruitment &
Soldier Performance; (i) Algorithms & Parallel Processing; (j)
Environmental Clean-up & Controls; (k) Neural Networks; and (1)
Optoelectronics. Organizations interested in submitting a proposal for
this potential five-year contract should request, in writing, a copy
of the Request for Proposals (RFP) within fifteen (15) calendar days

The Contracting Officer will conduct a preproposal conference at the
Army Research Office (ARO). The RFP will contain the date and time. The
conference will be designed to explain the scientific, technical and
managerial aspects of this potential contract. Any prospective offeror
having questions concerning the RFP or this procurement should submit
questions in writing to the Contracting Officer prior to the
