A -- ENGINEERING, RESEARCH AND DEVELOPMENT SUPPORT FOR TEST AND EVALUATION COMMUNITY NETWORK (TECNET) SOL N00421-94-R-0183 POC Sherri Guy, Contract Specialist - Contracting Officer, (301) 342- 1845 X174. The Information Management Department (IMD) located at the Naval Air Warfare Center Aircraft Division (NAWCAD), has requirement to continue an on-going program for engineering, research, development, test and evaluation for the Test and Evaluation Community Network (TECNET). TECNET currently provides the Department of Defense (DOD) research, development test & evaluation (RDT&E) and scientific & engineering (S&E) communities with consistent means of electronically exchanging information. TECNET currently supports over 6700 individual subscribers (military, civilian, and contractors) world wide, representing over 400 RDT&E related organizations in all three services (Army, Navy, and Air Force). TECNET currently provides electronic mail (E-MAIL), bulletin board (BB), access to information of interest to RDT&E and S&E practitioners, and specialized data bases and applications support to specific user communities. This contract calls for research and development effort that will provide support to the network and development of both hardware and software enhancements in the areas of electronic mail, electronic bulletin boards, remote database gateways, and multi-level secure trusted environments to the existing production versions of TECNET. Specific Range Commander's Council, Defense Test and Evaluation Professional Institute and other Test and Evaluation Community applications shall be supported and developed using a combination of the C language and Data Base Management System languages. Advanced research areas include: Enhanced operational database services for the DOD RDT&E community, true Multi-Level Secure (MLS) inter-site test communications via Defense Data Network (DDN), Defense Research Engineering Network (DREN), Federal Telephone System-2000 (FTS-2000) and commercial dial-up network counterparts, improve electronic mail and conferencing services, electronic bulletin board services, textual and graphic information transfer and retrieval in both secure and unclassified modes, access to information services of interest to the RDT&E community, on-line suppot of software test and evaluation initiatives, ongoing direct research support to the Range Commanders Council Documentation Group, direct research support to the Test and Evaluation Reliance Investment Board, Graphical User Interface (GUI) and windowing capability in unclassified, classfied and full MLS modes of operation. The contract requires SECRET clearances for all personnel associated with the effort. Key Personnel to include Program Manager/Principal Investigator, Project Engineer/Researcher, Systems Analyst, and Programmer Analyst. Staff personnel to include Word Processor, Administrative Assistant, Configuration Management Specialist and Librarian/Technical Writer. The level of effort is estimated approximately 8549 manhours per year. Contract period of performance will be one year beginning 01 April 1996. This requirement is a follow-on to contract N00421-91-C-0028 with Clemson University, 300 Brackett Hall, Box 345702, Clemson, SC 29634-5702 and will be negotiated on a sole basis with Clemson University under the statutory authority of FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements). Although, this procurement is a sole source, the follow-on to this procurement will be competed. Companies with capabilities may request in writing a one-day review of the current TECNET system (unclassified portion) and all necessary documentation and reports. The one-day review of the TECNET system will be given at the Government's convenience sometime after the award of this procurement, N00421-94-R-0183, which is expected to occur by 01 April 1996.
