A -- NETWORK OPERATIONS UPGRADE CONTRACT FOR THE SATELLITE AND LAUNCH CONTROL SYSTEMS PROGRAM OFFICE SOL F04701-95-R-0021 DUE 011796 POC POC for contractural issues is 1Lt Randy Culbreth (310) 363-1681. The Space and Missile Systems Center Satellite and Launch Control Program Office (SMC/CW) expects to release the RFP for the NOUC. The current schedule for release of the RFP is 6 Dec 95 with proposals due to SMC/CWK on 17 Jan 96. The RFP will be published via an electronic bulletin board system (BBS). RFP files are in Microsoft Office format (Word, Excel, Powerpoint, and Access) and Visioneer Paperport format. A freely distributed Visioneer Paperport Viewer is available on the BBS. You must have a password, issued by the base contracting office (SMC/PK), to gain access to this BBS. Once a password has been assigned, the BBS is accessed like any other BBS. This BBS allows downloading only. Richter, Jr. at the address at the bottom of this announcement. SMC/CW has a requirement for engineering services to develop, integrate, and sustain upgrades to the Satellite Control Network (SCN). At industry briefings on 6 Dec 94, 21 Mar 95 and 20 Sep 95, SMC/CW announced that its acquisition strategy for upgrading and improving the SCN will involve five separate contracts. This synopsis is only for NOUC, which will develop upgrades to SCN command and control systems. NOUC development will include the Resource Management Segment (RMS) and Standard Satellite Control Segment (SSCS). The RMS will provide a cheduling, control, and statusing capability for communications and antenna resources. The SSCS will integrate a non-developmental Telemetry, Tracking, and Commanding system into the SCN. NOUC efforts will also include software sustainment, on-site support, and directed engineering analyses. The period of performance is from contract award to Sep 2001. The contract type is primarily cost plus award fee. An organizational conflict of interest provision will preclude the award of the NOUC and Network Integration Contract to the same company (See RFP Sec. H). Companies or parent companies bidding on the NOUC must be American owned. Contract security requirements are provided in RFP Annex 7.
