facsimile number (670) 322-4323. The Commonwealth Utilities
Corporation (CUC) and The Commonwealth Development Authority (CDA) is
requesting proposals from qualified firms to perform a study for the
feasibility of privatization of CUC. The Study will consist of two (2)
tasks: Task 1, to determine the feasibility of privatization and Task
2, to advise the Commonwealth concerning CUC's value and utility
rates. Interested parties may propose on either or both tasks. All
proposals shall be accompanied by a price proposal for the work covered
in the proposal. The price proposal shall be in separate sealed
envelope. The price proposals will not be opened until the evaluations
have been completed, and shall not affect the relative ranking of
proposals. Scope of Work, selection criteria and other provisions are
available upon written request from the CUC Procurement & Supply Office
in Lower Base. All inquiries shall be directed to Mr. Timothy P.

shall be marked CUC RFP No. 95-0040 and one (1) original and five (5)
copies of Sealed Proposals shall be submitted to the Chief,
Procurement & Supply, Lower Base Area, P.O. Box 1220, Saipan, MP 96950,
no later than 1600 hours local time, on December 15, 1995. Pursuant to
CUC Procurement regulations, section 3-107: If compensation cannot be
agreed upon with the best qualified offeror the negotiations will be
formally terminated with the selected offeror. If proposals were
submitted by one or more offerors determined to be qualified,
negotiations may be conducted with such other offeror or offerors, in
the order of their respective qualification ranking, and the contract
may be awarded to the offeror then ranked as best qualified if the
amount of compensation is determined to be fair and reasonable. CUC and
CDA reserve the right to reject any and all proposals for any reason
and to waive any defect in said proposals, or any of them, if in their
opinion to do so would be in the best interest of the Commonwealth.
