(206) 764-6806 (Site Code DACA67) Architect-Engineer services are
required for design of Close Combat Tactical Trainer at Fort Lewis,
Washington. The project provides for construction of a permanent,
modularized, 47,800 SF standard design close combat tactical trainer at
Fort Lewis, Washington. The air- conditioned trainer includes space for
39 fixed tactical vehicle simulators, classrooms, briefing areas,
audiovisual training rooms, administrative space, general, secure, and
sensitive material storage areas, maintenance and repair shop, tool
storage, 30,000 SF exterior hardstand, fencing, loading docks, site
utilities and improvements. The general scope of design services is as
follows: The A-E will be required to conduct site investigations and
prepare a project definitional site plans, building area plans,
functional relationship diagrams, utilites layouts, an architectural
compatibility statement, descriptive narrative for civil, mechanical,
electrical, structural, and telecommunications system basis of design,
and parametric cost estimate, all as part of project engineering phase
services. Project engineering phase services will be closely
coordinated with Army functional proponents and Installation staff.
Upon approval of the project engineering documents and authorization of
final design, the A-E will prepare METRIC-BASED construction plans,
specifications, design analysis, cost estimate, and related design
services. Construction support services may be included as an option.
A-E will be required to use MCACES for cost estimating on this project.
The software will be furnished by the Corps of Engineers after contract
award. Responding firms should indicate ability to access an electronic
bulletin board and automated review management system (ARMS) via modem.
Proposed procurement will result in a fixed price contract. Estimated
construction cost is in the range of $5 million to $10 million. Design
start and completion dates are scheduled for 1 Mar 96 and 16 Apr 97
respectively. Qualified firms desiring consideration shall submit one
copy of SF 255, including organizational chart of key personnel to be
assigned to this project, current SF 25, and consultant's current SF
254's. No additional project information will be given to A-E firms.
Phone calls are discouraged unless absolutely necessary. This project
is open to both large and small businesses. Standard Industrial
Classification Code 8712. This is not a request for proposal.
Significant evaluation criteria in descending order of importance are:
(1) Specialized experience, technical competence, and familiarity with
(a) the design and construction of modularized military training
facilities, (b) Army design criteria and Fort Lewis construction
requirements, and (c) project engineering and parametric cost
estimating methods. (2) Professional qualifications, structure, and
organization of firms' project team, staff, and consultant's which are
necessary for satisfactory performance of required services. (3) Past
performance on contracts with Government agencies and commercial
interests with respect to overall quality of work, conformance with
project budgetary constraints, adherence to contract schedules,
responsiveness, and ease of negotiations. (4) Capacity of the firm to
accomplish the work in the required time. NOTE: The following criteria
are considered secondary factors and will only be used at Final
Evaluation as tie- breakers. (5) Location of the firm in the general
geographic area of the project. (6) Extent of participation of Small
Business (SB), Small Disadvantaged Business (SDB), historically black
Colleges and Unitversities and minority Institutions in the proposed
contract team, measured as a percentage of estimated effort. (7) Volume
of DOD contract awards to the prime A-E firm in the last 12
