20670-5504 C -- INDEFINITE DELIVERY FOR FACILITY PLANNING, NAVAL AIR STATION,
PATUXENT RIVER, MARYLAND SOL N62477-95-D-3106. Contact: Ms. Donna

Architectural and Engineering Services necessary for the preparation of
studies, plans, maps, investigations, and reports for Navy Short
Facility planning components on board NAS/NAWC, AD, NICE EAST,
Solomon's and satellite locations in St. Mary's County. The work
requires components of but is not limited to: Basic Facilities
Requirements (BFR); Assets Evaluations (AE) of existing facilities; and
Space Planning Services. The contract will be an Indefinite Delivery
Contract where orders will be placed on an ``as needed'' basis
intermittently for a period of twelve (12) months or $250,000.00
whichever comes first. Individual fees for any one project/work order
shall not exceed $99,000.00. The contract shall contain an option to
extend for an additional one year or $250,000.00. If exercised the A-E
will receive official notice at least (60) days prior to the renewal.
A minimum guarantee of $12,500.00 is guaranteed for the Base year. The
estimated start date is February 1996. Usually no more than one (1)
component will be required for any one Delivery Order. The work
requires the contractor to investigate, develop and produce formal
documentation on all planning components. All components will be
prepared in accordance with appropriate Department of the Navy or
Department of Defense instructions as well as specific instructions
contained with in the Scopes of Work. Unless otherwise specified, the
final product of each work order will be a Report in addition to
electronic files of all information. The Report shall include an
Executive Summary and compilation of all required work with appropriate
back up material including graphics, tables, and references. Selection
Evaluation criteria, in relative order of importance are included
below. (1) Specialized experience and professional qualifications of
the firm and the proposed project team in providing complete planning
services with architectural/engineering support services for the
contract requirements described herein; (2) Demonstrate capabilities in
sustained accomplishment of work within established time limits for
multiple and simultaneous delivery orders; (3) Past performance and
process of the A-E firm in quality control/quality assurance program to
ensure coordinated technically accurate reports and studies. (4)
Preference will be given to firms with past experience with respect to
performance on DOD contracts and familiarity with Department of the
Navy (NAVFAC) Shore Facilities Planning. (5) Preference will be given
to firms within the general geographic area of NAS/NAWC, AD and that
have a knowledge of the general locality of the projects, provided that
application of the criterion leaves and appropriate number of highly
qualified firms. (6) Firms knowledge, understanding and use of AutoCAD
Data Extension (ADE) Version 12, MSDOS 5.0 and D-Base IV software.
Each firms past performances and performance ratings will be reviewed
during the evaluation process and may affect the selection outcome.
Firms which meet the requirements listed in this announcement are
invited to submit one copy of each of the completed Standard Forms (SF)
254 and 255, U. S. Government Architect-Engineer Qualifications, to the
office indicated below. Site visits will not be arranged during the
advertisement period. This proposed contract is being solicited on an
unrestricted basis. Interested firms are requested to include telefax
numbers, the Contractor Establishment Code (CEC)/formally the DUNS
number, and Taxpayer Identification Number (TIN) on the SF255 and SF254
in Blocks 3a and 1, respectively. Experiences identified in Block 8
should not be more than 5 years old. Only firms responding to this
announcement by close of business on the 30th day from the CBD
publication date will be considered. Firms having a current SF254 on
file with this office may also be considered. This is not a request for
