Nonpersonal services for administration, operation and maintenance of Grand Bay Air-to-Surface Weapons Range. Provide qualified personnel to perform these functions, tasks and services as a minimum: ordnance, delivery scoring, heavy equipment operation, carpentry, plumbing, interior/exterior electrical, general purpose vehicle/heavy equipment maintenance, electronic/communication equipment maintenance, fire protection, administration, and range control. The contractor must possess middle management expertise to supervise all activities associated with range maintenance/operation. The contractor will be required to provide a minimum of 650 hours operating time each quarter. The range complex provides a bombing and gunnery facility for operational fighter training. The practice munitions are limited to the MK-1-6, BDU-33, all variants and equivalents, and training projectile (TP/TPT) 7.62/20/30 millimeter varieties. The range is located adjacent to the east side of Moody Air Force Base, Georgia. The period of performance will be 1 Apr 96 - 30 Sep 96, with four one-year option periods. The anticipated closing date will be 21 Dec 95. The Technically Acceptable Low procedures will be used to award the management of Grand Bay Range. The request for proposal must be in writing or by fax (Fax NO. 912-333-4032). This is a recurring 100% set aside for small business. The small business size standard is a concern, including its affiliates, having an average annual sales or receipts for its preceeding three years not in excess of $5.0 million.
