Request for Offer (RFO)for a contract incorporating service bulletins
(SB's), service letters (SL's), airworthiness directives (AD's)
performing unscheduled maintenance, conducting structural inspections
and modifications, and providing engineering services for the two
Shuttle Carrier Aircraft (SCA): One Boeing 747-100 (NASA 905) and one
Boeing 747-100SR (NASA 911). The contractor shall furnish the necessary
personnel, services, 747 hangar facilities and material (except SB
kits) to incorporate SB's, SL's, AD's, to perform unscheduled
maintenance and to conduct SCA structural inspections and
modifications. The contractor shall provide sustaining engineering
support, at the contractor's facility, in support of SCA peculiar
aircraft modifications and performance. To obtain a copy of this

required to be done at a Federal Aviation Regulations Part 145, Class
4 certified repair station. This procurement is being conducted under
the NASA/JSC MidRange Pilot Test Program approved by the Office of
Federal Procurement Policy on April 16, 1993 Transmission by facsimile

is acceptable. RFO will be released on or about 15 days after
publication in the Commerce Business Daily (CBD) -- Firm date for
receipt of offers will be stated in the RFO All responsible business
sources may submit an offer which shall be considered by the agency. An
ombudsman has been appointed to hear concerns from offers and potential
offerors during the preaward and postaward phases of this acquisition.
The purpose of the ombudsman is not to diminish the authority of the
contracting officer, the Source Evaluation Board, or the selection
official, but to communicate concerns, issues, disagreements, and
recommendations of interested parties to theappropriate Government
personnel and to work to resolve them. When requested, the ombudsman
will maintain strict confidentiality as to the source of the concern.
The ombudsman does not participate in the evaluation of proposals, the
source selection process, or the ajudication of formal contract
disputes. Interested parties are invited to call the installation
ombudsman, Susan H. Garman at 713-483-0490. Concerns, issues, and
disagreements which cannot be resolved at the installation may be
referred to the NASA ombudsman, Tom Luedtke at 202-358-2090. The
proposed contract will contain a 1 - year base period and 4 one-year
