OFFICER, BONNIE J. FITCH. The Air Force Development Test Center (AFDTC)
intends to competitively solicit two firefighting foam resupply
trailers. Trailers offered must be of standard commercial type and have
been manufactured and used for other emergency services. Foam tanks
must have an aqueous form filming foam (AFFF) capacity of 1000 gallons.
AFFF tanks must have a minimum of 4 tank compartments with hinged,
diamond plate covers and tanks must also be equipped with a fill tower
that can be used with two standard plastic AFFF cans. Foam system must
have a min/max, 90gpm to100gpm, foam/transfer pump with electric start
and battery backup with self-charger. Foam system must also have a
pre-piped (minimum 2.5'' national standard coupling) self inducting
monitor nozzle with a min/max discharge capacity of 250gpm to 500gpm.
Trailers must have a minimum capacity to hold 400 feet of 1 3/4'' hose
in crosslays on the rear. Trailers must have a mounted generator (min
3500 watts) and two 500 watt quartz, telescoping lights. Trailers must
have an A frame tool box mounted on tongue of vehicle and must come
equipped with rear stabilizer jacks, an A frame jack and a trailer
hitch. Hitch must have a minimum 3'' pintle hook capacity. Trailer must
have a spare tire & wheel assembly. Maximum tire size will be no larger
than 9.75 x 16.5. Trailers must be constructed with the lowest possible
center of gravity when fully loaded with foam, tools and equipment. The
axles must be rated at a minimum of 8000 lbs each. The lighting and
braking system must conform to all applicable motor carrier safety
regulations. Total maximum vehicle dimensions will be 255''L x 96''W x
85''H. Trailer must be painted with a proven paint system to resist
corrosion. Color must be red, PPG finish #71528 with 3 1/2'' scotchlite
gold leaf lettering which reads ''EGLIN AFB FIRE DEPARTMENT.'' Desired
delivery is 60 days after award. Technical questions may be directed

this solicitation should reference F08651-95-Q-0651 and indicate
whether they are or are not a small business concern as defined in FAR
52.219-1 and indicate whether they are a manufacturer or
dealer/distributor. The Air Force reserves the right to limit the
