NATIONAL POLAR-ORBITING OPERATIONAL ENVIRONMENTAL SATELLITE SYSTEM (NPOESS) INDUSTRY DAY CONFERENCE. On December 12th, 1995 from 9:00 AM to 12:00 Noon interested parties are invited to attend a briefing conducted by the government program representatives to address the goals and contractual objectives of this converged civil/military meteorological satellite program composed of DOD, NOAA and NASA elements. The schedule for the meeting is as follows: 1) introductions, 2) discuss the proposed acquisition approach, 3) streamlining initiatives, 4) outstanding issues, 5) major RFP events and current issues and 6) disclosure of funding - program, phase and fiscal year. In preparation for this briefing, the government solicits industry feedback for the following questions. Industry should be prepared to discuss these issues and their responses at the 12 December briefing. If necessary to protect proprietary or competition sensitive information, a private session may be scheduled with the system program director or an appropriate program office representative prior to the December Industry Day. In either case, written responses should be mailed to the attention of the contracting officer at the following address: 2420 Vela Way, Suite 467, Bldg A-8, Los Angeles AFB, CA 90245-4659 not later than 01 December 1995. The questions are as follows, 1. The NPOESS IPO will release a Statement of Objectives (SOO) in the Request for Proposal (RFP) versus the typical Statement of Work (SOW). This SOO will identify NPOESS objectives for all phases of the program (Phase I - System Definition/Risk Reduction, Phase II - Engineering Manufacturing & Development (EMD), Phase III - Production). In return, we will expect the contractors to develop a SOW and Integrated Master Plan (IMP) to satisfy those objectives identifies in the SOO. Do you have any concerns with this approach based upon your prior experiences with other program SOOs? Or does this approach provide you with greater proposal flexibility? 2. The NPOESS Integrated Program Office (IPO) intends to award multiple contracts under full and open competition for Phase I. The prime contractors will have total system performance responsibility (TSPR) during Phase I. 2A. We intend to direct each prime contractor to evaluate various sensor complements during the first half of the contract period of performance and present your analysis for government review. The government believes this is inconsistent with exclusive teaming arrangements, presently envisioned. Request your thoughts? 2B. The government may want the flexibility to direct, provide as Government Furnished Property (GFP), or recommend alternative sensors prior to EMD. How would you accomodate TSPR? 3. The number of contracts and/or available funding over the anticipated 27 month contract Period of Performance (POP) for Phase I may change impacting dollars available per contract. 3A. What Milestone should we plan under the following contract value scenarios (E.G. System Functional Review (SFR), Sensor Preliminary Design Reviews (PDR), Critical Subsystem PDRS, System PDRS)? - $75M -$100M -$150M. 3B. How would you plan or propose for possible extensions (6 month or 12 months increments) in the anticipated 27 month POP for Phase I? What additional work would you propose? 4. What Source Selection Standards do you believe are true discriminators and should be used to evaluate proposals for Phase I and Phase II? 5. We are expecting the contractors to satisfy user operational requirements specified in the Integrated Operational Requirements Document (IORD). The IORD outlines various performance parameters via threshold and objectives What incentives would you propose the government provide if you achieved more than the threshold values? 6. Are there other innovative approaches you would propose for the government to evaluate for Phase I or Phase II/III? A related presentation will occur on December 13th, 1995 from 9:30 AM to 2:30 PM by the Massachusetts Institute of Technology Lincoln Laboratory which has been conducting a concept and risk analysis/reduction study for the NPOESS-IPO concerning an Interferometer Thermal Sounder (ITS) for spaceborne environmental/meteorological soundings. On behalf of the NPOESS-IPO the MIT Lincoln Laboratory will present the results of several phases of design and technology risk reduction efforts including: 1) a general overview of the ITS design, functionality and radiometric noise performance, 2) optical and beam-splitter design details, 3) design of the dynamic alignment and optical path difference measurement systems, 4) moving-mirror servo control development and 5) the detailed mechanical design and testing of several ''porch-swing'' moving mirrors, including precise mirror tilt and vs. optical path difference measurements, fabrication tolerances, flexure lifetime and screening tests, and launch random vibration testing. Both the 12 and 13 December briefings will be conducted at the NOAA Headquarters Silver Spring Metro Center Four (SSMC-4) Auditorium located at 1305 East-West Highway, Silver Spring, MD 20910. NOAA Headquarters is adjacent to the Silver Spring Metro (Red line) and has metered parking beneath SSMC-3 and 4.
