qualified business to provide technical support in the on-going efforts
for Regulatory Training and the development of aviation regulations.
The requirements include: training Federal Aviation Administration
(FAA) personnel in the drafting of regulatory documents; drafting of
documents for publication in the Federal Register; regulatory research
on petitions for rulemaking; and, experiments with streamlining and/or
improving the regulatory process. Interested firms are invited to
submit two copies of demonstrated recent experience in: a) training in
the Administrative rulemaking process that covers the requirements of
the Administrative Procedures Act, Freedom of Information Act,
Paperwork Reduction Act, Regulatory Flexibility Act, and also
requirements of Executive Orders such as 12291, 12498 and 12866; b)
demonstrated experience in training in the drafting of regulatory
documents (preambles, NPRM's, SFAR's, Final Rules, etc.), drafting of
FAA regulatory documents, and drafting of nonrulemaking or internal
agency documents (advisory circulars, handbooks, orders, etc.); c)
demonstrated experience in and knowledge of all stages of the
regulatory process from initial legal and historical research following
a triggering event to preparation of a final rulemaking document or
thereafter (coordination with OST, OMB, or the Federal Register); and,
d) knowledge of the regulatory process used by the FAA. Firms having
applicable interest, capability, and background in all these areas
should submit particulars to the above address within 15 calendar days
