- Surveillance, Epidemiology, and End Results (SEER) Program. The
Division of Cancer Prevention and Control, National Cancer Institute,
intends to negotiate with Wayne State University, N01-CN-77003 for a
seven-year continuation contract for Surveillance, Epidemiology and End
Results (SEER) Program. This contract project was recently approved for
non-competitive renewal with Michigan Cancer Foundation (MCF). Since
that approval, MCF has changed its name to Karmanos Cancer Institute.
Recent information from the Department of Public Health, State of
Michigan, specified the Karmanos Cancer Institute as an organizational
component of Wayne State University with the cancer data collecting
authority. The project includes collecting and reporting on
population-based cancer incidence, treatment and survival data for the
area covered. Authority:41 U.S.C. 253 (c)(1), as set forth in FAR
6.302-1 and HHSAR 306.302-1. Only on responsible source and no other
supplies or services will satisfy agency requirements; FAR 6.302-1
(a)(2) (ii) and HHSAR 306.302 (a)(2) (ii) indicates services may be
deemed to be available only from the original source for follow-on
contracts for continued development. Inherent duplication of cost to
the Government and unacceptable delays in completing this follow-up
project make competition unfeasible for this project. The above named
organization has the prerequisite knowledge, experience and facilities
for continued performance of the proposed tasks by virtue of its
preliminary and current work on the project. For Information Purposes
