C -- INDEFINITE DELIVERY CONTRACT FOR MISCELLANEOUS PROJECTS WITHIN NYD BOUNDRIES BUT PRIMARILY FOR SENECA ARMY DEPOT ACTIVITY AT ROMULUS, NEW YORK SOL CBAEEN-5283-0040 POC Willien Cunningham-(212)264-9123. Location: Seneca Army Depot Activity at Romulus, NY. Scope of Work Required: Preparation of plans, specifications, analysis, reports, cost estimates, construction services and technical reviews for miscellaneous projects which include but not limited to renovations of buildings, offices, HVAC systems, roofing, plumbing, electrical systems, foundation, structural, utility systems, sidewalk and roadway work. These projects will be designed in conformance with COE regulations and DOD design standards. Comprehensive Interior Design will include the preparation of design documents, cost estimate, and CID studies. Environmental studies to include permit investigations, the completion of permit applications and wetlands evaluation. Possible lead paint, contaminated soil, and asbestos/PCB abatement. Topographic surveys and subsurface explorations will be conducted in designated project areas on the base where required. Estimated Construction Cost Range: For the contract, the cumulative amount of all delivery orders shall not exceed $750,000 per year. Each delivery order shall not exceed $150,000. Delivery orders may be issued for one year from the date of contract award. The contract will include an option for one additional year under the same terms and conditions as the basic contract. The Government's obligation to guarantee a minimum amount for payment is $15,000 for the first year. The minimum amount for the second year is $7,500. Only one firm will be selected from this announcement. Estimated construction cost range is not applicable. Technical capability required but not limited to: Architectural, Civil, Electrical, Mechanical, Structural, Cost Estimating, Licensed Fire Protection Engineer, Interior Designer, Surveying, Geotechnical, Environmental Specialists, and certified industrial hygienist. Firms not having full in-house capability must demonstrate how they will manage subcontractors through a management plan. Proposed delivery orders will be fast tracked requiring the firm to have maximum capacity. FULL IN HOUSE CAPABILITY IS PREFERRED. Firms must submit in their submission a plan for management of onsultants, a plan for successful quality assurance, quality control and how they will integrate of all design disciplines. Responding firms should indicate their ability to produce all required work in digitized drawings on Autocad 13 format, their capability to access an electronic bulletin board and Automated Review Management System (ARMS) via modem, and the capability to work with M-CACES (Corps of Engineers Cost Estimating Software). Specifications are to be submitted in hard copy and on Word Perfect 6.1 formatted disks. Special qualifications: The selected firm must have proven capability to produce multiple delivery orders simultaneously and must be generally within communting distance of the Romulus, NY area. Previous Army projects design experience is preferred. Evaluation factors (in descending order of importance): 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized esperience of the firm in the type of work required; 3) Capacity of the firm to accomplish the work in the required time, reflecting qualifications of key personnel; 4) Past performance if any, on contracts with government agncies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 5) Geographic location and knowledge of the locatlity of the project, provided that application of this criterion leaves an appopriate number of qualified firms, given the nature and the size of the project; 6) The estent or participation of small business, small disadvantage business, historically African-American colleges and universities, minority institutions is secondary selection criterion and will be used as a ''tie breaker'', if necessary; and. 7) The volume of work previously awarded to the firm by the Department of Defense, with the object of affecting an equitable distribution among qualified A/E firms, including small and small disadvantaged business firms, and firms that have not had prior Department of Defense contracts. Estimated design Completion date: June 1998. small and disadvantaged firms are encouraged to participate as prime contractors or as members of joint ventures with other small businesses, and all interested contractors are reminded that the successful contractor will be expected to place subcontractors to the maximum practicable extent with small and disadvantage firms in accordance with Public Law 95-507. A/E firms which meet requirements described in this announcement and desiring to be considered for selection are invited to submit a SF255, A/E and related services questionnaire for specific porjects to US Army Corps of Engineers, 26 Federal Plaza NY, NY 10278-0090, ATTN: Ms. W. Interested A/E firms having the capabilities to perform this work must submit their SF255 (and a SF254 for the prime and all consultants) to the above address no later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Solicitation packages are not provided for A/E contracts. This is not a request for proposal. Firms not having a current SF254 already on the file with this office, and responding to this announcement should submit a copy of the SF254 along with the SF255. Personal visits for the purpose of discussing the project are discouraged. Firms will indicate on block 10, page 11 of their SF255's the total number of Department of Defense A/E Awards (basics and delivery orders) and the total value of those awards within the last 12 months prior to the date of this announcement. Firms that do not comply with this requirement will be considered non-responsive. Firms should indicate whether their firm is listed in the ACASS System in Oregon; if yes, plaease indicate your ACASS Number in item 1 of SF255.
