The Geothermal Heat Pump Consortium, Inc. (GHPC), in collaboration with the U.S. Department of Energy and the U.S. Environmental Protection Agency, and funded by the U.S. Department of Energy, is currently implementing a six-year cost-shared Geothermal Heat Pump Market Mobilization and Technology Demonstration Program. Titled the National Earth Comfort Program (NECP), the overall goal is to: Increase the Geothermal Heat Pump unit sales from 40,000 to 400,000 and reduce greenhouse gas emissions by 1.5 million metric tons of carbon equivalents annually by the year 2001 through the replacement of emission producing heating and cooling systems with renewable energy technology. Project Overview-- NECP initiatives in the development and implementation of technology marketing programs are coordinated by the Technology Confidence Building (TCB) Operating Committee. TCB is currently soliciting qualifications to develop a pool of contractors, consultants, and subcontractors to assist member utilities in the following areas regarding the development of effective GHP marketing programs: 1) Marketing Planning/Competitive Assessment; 2) Marketing Program Design/Implementation and Documentation; 3) Geothermal Heat Pump Technology and R&D Issues; 4) Financing; 5) Contractor, Builder/Developer, and A&E Networking; 6) Technology Transfer Documentation/Report Preparation; 6) Regulatory Relations. Statement of Work-- The TCB Committee will select a pre-qualified list of contractors and consultants who will be available to assist in the design and delivery of successful GHP programs. Selected contractors will comprise the Geo-Merit Team. These consultants will be available, on standby or on-call basis, to provide specific support to all 119 member utilities currently affiliated with the GHPC. Any and all deliverables arising from this consulting engagement will be made available to all member GHPC utilities. The TCB Committee will pay for a pre-set limit in direct contractor labor hours for each participating utility. In Planning Year 1995 (ending April 1996), the TCB Committee has allocated a minimum of $50,000 for the Geo-Merit Team. In Planning Year 1996, the committee anticipates increasing its funding commitment. Member utilities receiving this service will cover contractors' direct expenses, such as travel, per diem, etc. However, the utility and selected contractor are free to negotiate separate agreements to provide additional consulting services beyond the scope of this service (and not necessarily available to all GHPC members). Evaluation Criteria-- Firms wishing to participate as contractors, subcontractors, or consultants for the Geo-Merit Program should submit a statement of qualifications describing their specific areas of expertise regarding providing technical and marketing assistance to electric utilities. These qualifications should also clearly identify those individuals within the firm possessing these specific qualifications or expertise. At a minimum, the statement of qualifications must address as appropriate: capabilities and experience in the development of utility product marketing and programs; segment-specific marketing expertise; knowledge of geothermal heat pump technology; knowledge of electric utility practices and issues; specific expertise and experience of staff; equipment, facilities and resources; and ability to respond to specific tasks on short order. Responses should include the following items: 1) statement of qualifications of not more than 10 pages; 2) statement of cost per hour; 3) point of contact; 4) four corporate references. Please submit ten copies of your Statement of Qualifications by noon, Thursday, December 7, 1995 to Katherine Johnson, Marketing and Finance Manager, Geothermal Heat Pump Consortium, Inc., 701 Pennsylvania Avenue, N.W., 3rd Floor, Washington, DC 20004-2696. Each SOQ should be submitted as a review package in a numbered envelope, preferably 8 1/2'' x 11'' or 9'' x 12''. The following information should be included on the outside of the envelope: 1) The RFQ number, TCB-95-2; 2) the organization's name (mailing label is acceptable); 3) the copy number from 1 to 10. Each envelope shall contain one copy of the SOQ, complete for mailing out to the evaluation committee. Copies will not be opened and checked by GHPC staff; it is the submitter's responsibility to have the right materials in each review package. GHPC will attempt to evaluate Statements of Qualifications on merit rather than heft.
