(817) 334-3954 (Site Code DACA63) The Contractor shall provide water in
accordance with state and federal drinking water standards, and
maintenance services on the distribution system for the Fort Benning
Military Installation, Fort Benning, Georgia and Alabama. Privatization
is defined as the transfer of ownership, major maintenance, repair
responsiblities, investment, upgrade, plant replacement, and continued
operation and maintenance of the Army-owned utility system to a
non-Federal sector. Services required include: (1) Provide an average
of 7,000,000 gallons of water per day with a peak consumption of
12,500,000 gallons per day; (2) Have the ability to provide up to
18,000,000 gallons per day; (3) Operate and maintain the existing water
pumping/storage facilities; (4) Operate/maintain the existing water
distribution system up to five foot building lines; (5)
Operate/maintain nine underground well systems; and, (6) Meet or exceed
all state and federal water quality standards. If a large business firm
is selected, the firm must comply with FAR 52.219-9 regarding the
requirement for subcontracting plan. Fort Worth District's goals are
that a minimum of 60.3% of the contractor's total intended
subcontracted amount be placed with small businesses (including small
disadvantaged and woman-owned businesses); 8.5% of the total
subcontracted amount be placed with small disadvantaged businesses;
3.5% of the total subcontracted amount be placed with 8(a) firms; 3.0%
of the total subcontracted amount be placed with woman-owned small
businesses; and 5.5% of the total subcontracted amount be placed with
historically black colleges or universities/minority institutions. The
solicitation will issue on or about 27 December 1995 with bid opening
on or about 26 January 1996. All responsible sources may submit an
