S -- OPERATION AND MAINTENANCE OF CONSTRUCTION DEBRIS LANDFILL, FORT CAMPBELL, KENTUCKY SOL DAKF23-96-R-0001 DUE 011295 POC Contract Specialist ANGELA JACOBS (502) 798-7827 Contracting Officer BARBARA DAWSON (502) 798-7857 (Site Code DAKF23) Contractor shall be responsible for operation and maintenance of the Construction Debris Landfill, Woodlawn Road, Fort Campbell, Kentucky. Work includes, but is not limited to, the complete operation and maintenance of the landfill to include weighing, shredding and disposal of construction and demolition debris. Contractor shall also be responsible for the appropriate closure of the facility or disposal facility parcels which shall consist of, but not be limited to, grading and establishing vegetation cover. It is estimated that approximately 10,000 tons of construction demolition debris is generated at Fort Campbell, Kentucky each month. A twelve month base year with four option periods contract is contemplated. Base year contract performance period is scheduled for 01 March 1996 through 28 February 1997. This acquisition is issued pursuant to the Small Business Opportunity Competitiveness Demonstration Program and therefore the solicitation is unrestricted. SIC 4953, small business size standard is $6.0 million. Therefore, for the purposes of determining size standard, the average annual receipts of a concern and its affiliates for the preceding three fiscal years must not exceed $6.0 million. Price will be a significant factor in evaluation of proposals; however, the final contract decision may be based on a combination of price and other evaluation factors such as best value and past performance.
