all labor, material and equipment necessary to rehab the Lighthouse
and Fog Signal Building at Yerba Buena Island, San Francisco. Work
includes piping, priming and painting interior and exterior of
lighthouse; prepping, priming and painting exterior of fog signal
building and storage building; repairing wood double-hung windows on
lighthouse and fog signal building; replacing cracked glass at
lighthouse lantern room windows; repairing or replacing doors at
lighthouse and fog signal building, as indicated; repairing of
deteriorated copper, including roof, vent ball and pinnacle, and
lantern room deck. The estimated cost of this procurement is between
$25,000.00 and $50,000.00. Performance period is 60 calendar days after
receipt of Notice to Proceed. This procurement is subject to the Small
Business Competitiveness Demonstration program and is open to large
and small businesses participation. The applicable SIC code is 1542.
Small Business size standard is Small if its average annual Receipts
for its preceding 3 fiscal years do not exceed $17.0 million. All
responsible sources may submit a bid, which will be considered. For

of Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receivable financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
