INFORMATION: (1) This is an unrestricted solicitation. (2) This program
is anticipated to be unclassified. (3) For the purposes of this BAA the
business size standard is 1000 employees, SIC 8731. (4) This CBD notice
in and of itself constitutes the BAA as contemplated in FAR
6.102(d)(2). This BAA is open and effective for a period of one year
from the date of its publication in the CBD, or until rescinded or
extended by a revised announcement. (5) Proposals are to be submitted
during the quarters specified by each technical area in accordance with
the following schedule: First Quarter ending Jan 12, 1996, second
quarter ending March 31, 1996, third quarter ending June 30, 1996,
fourth quarter ending Sept 30, 1996. Pending availability of funds,
awards are expected to be made within 120 days of the end of the
quarter. (6) Cost Reimbursement type contracts are anticipated to be
awarded. (7) This BAA will be posted on the Phillips Laboratory
Contracting Bulletin Board. The Science and Technology Acquisition
Referral System (STARS) is provided by the Phillips Laboratory (PL),
Kirtland AFB NM, as a service to industry and other interested parties.
This system is a means of disseminating key solicitation documents to
allow contractors and other interested parties to access and download
these documents into their existing computer systems. The STARS
Bulletin Board is now available on the Internet --
http://www.plk.af.mil/. All files in the ''Show Available RFPs''
category are self-extracting executable (.EXE) files. In order to
access STARS on the Internet, PC users need to run NETSCAPE or MOSAIC

846-4457. (8) An Ombudsman has been appointed to hear concerns from
potential offerors during the proposal development phase for this
effort. The purpose of the Ombudsman is not to diminish the authority
of the program director or contracting officer, but to communicate
contractor concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Before contacing the Ombudsman,
potential offerors should first communicate with the contracting
officer. In those instances where offerors cannot obtain resolution
from the contracting officer, they are invited to contact the PL
Ombudsman, Colonel James D. Ledbetter, Phillips Laboratory Vice
Commander, at (505) 846-4964, or at 3550 Aberdeen Ave SE, Kirtland AFB,
NM 87117-5776. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
