Open-End Contract for Mechanical/Electrical A-E Services. b. Location:
Robins AFB, Ga. c. Description: Work includes the production of
designs, plans, drawings, estimates, and specifications for
maintenance, repair, and minor construction projects dealing with
mechanical and electrical concerns. The Indefinite Delivery Contract
will have a maximum of $750,000 in A-E fees, with a minimum of $5,000
guaranteed, against each individual delivery order of up to $299,000
may be written. The Contract period is for twelve months. The
government may at its option renew the contract(s) for an additonal
twelve months upon completion of the initial twelve month period. ONLY
FIRMS WITH RELEVANT EXPERIENCE IN THE DISCIPLINES OF MECHANICAL AND
ELECTRICAL ENGINEERING WILL BE CONSIDERED. Typical work includes, but
is not limited to, the following: (1) lighting and power distribution
systems; (2) heating and air conditioning systems; (3) construction,
alteration, or repair of buildings and structures; (4) alteration and
repair of miscellaneous services and utilities such as steam
distribution, chilled water distribution, and natural gas distribution;
(5) design for the removal of lead and asbestos materials. d. Factors
on eligibility for consideration: (1) Geographical Area: Southeastern
U.S. (2) Firms Size: Firms considered small businesses and large
businesses will be eligible for consideration under this announcement.
(3) Other: (a) Firms with Intergraph CADD capability and those with
other CADD systems and inexpensive and accurate translators will
receive special consideration. The use of Microsoft work 6.0 and
Microsoft Excell 4.0 or later software is highly desirable. (b) The
Government may at its option negotiate with the firm selected at a
later date for services to inspect the project and provide as built
drawings. e. Estimated Start Date: May 1996. f. Estimated Award Cutoff
Date: May 1997. g. Evaluation factors in approximate order of
importance are as follows with CADD and specifications on compatible
work processing weighing heavily on factors 2 and 4. (1) Specialized
Experience; (2) Professional Qualifications; (3) Professioaal Capacity;
(4) Past Performance; (5) Location; (6) Volume of Work for DOD. h. In
order to be evaluated, the firms must submit the total dollars ordered
to the A-E by the DOD during the past 12 months or past A-E fiscal
year. i. Firms desiring consideration will submit SF 254 & SF 255 and
appropriate data as described in Note 24 herein to Richard E. Eunice,
P.E., 78 CEG/CECE, 460 Perry Street, Robins AFB, GA 31098-1864.
